(SFPP),an operating partnership of Kinder Morgan <br /> Energy Partners,L.P. (KMEP),as an addendum to the June 27,2002 work plan prepared by <br /> C142M HILL to assess the extent of hydrocarbon affected groundwater adjacent to a pipeline <br /> block valve near Stockton junction at the intersection of Inland Drive and Jacobs Road,San <br /> Joaquin County,California. This addendum is prepared in response to the July 3,2002 letter <br /> from the Regional Water Quality Control Board—Central Valley Region(RWQCB) to KMEP <br /> providing comments on the June 27,2002 work plan. The July 3,2002 comments and <br /> proposed responses to those comments were discussed with Ms.Devra Lewis of the <br /> RWQCB on August 1,2002. The responses are provided below and are consistent with that <br /> discussion. <br /> 1. Additional Soil Sampling. Comment noted,additional soil sampling will not be <br /> performed. <br /> 2. Analysis of Groundwater Samples for Lead. As requested,the grab groundwater <br /> samples will be analyzed for lead. Samples will be collected for both total and dissolved <br /> analysis. The sample for dissolved lead will be field filtered using a 0.45 micron filter. <br /> See Table 1 for analytical method,container,and holding time requirements. <br /> 3. Analysis of Groundwater Samples for Full Suite of Oxygenates. As requested,the <br /> grab groundwater samples will be analyzed for the full suite of oxygenates,which will <br /> include MTBE,TBA,DIPE,ETBE,TAME,ethanol,and methanol. See Table 1 for <br /> analytical method,container,preservative, and holding time requirements. <br /> 4. Figure Showing Proposed Piezometer Locations. As discussed,a figure will not be <br /> required. See response to Comment 5 for description of locations. <br />
