Mr. Jeffrey Palumbo - 5 - 15 November 2005 <br /> System on Side Slopes depicts a 40 mil secondary liner over geotextile fabric. More <br /> information needs to be given that clarifies the design. Title 27 §20310 states, "Class II <br /> waste management units shall be designed and constructed to prevent migration of wastes <br /> from the units to adjacent geologic materials, ground water or surface water..." Double <br /> liner systems shall have either an outer clay liner(or GCL) or shall be underlain by a <br /> substantial thickness of natural geologic materials with a hydraulic conductivity of 1x10"6 <br /> cm/sec or less. <br /> f. Incorporate the vadose zone monitoring system into the design. Due to their'unreliable <br /> nature, suction bulb lysimeters are not considered a good alternative. <br /> g. Provide anchor trench specifications. <br /> h. Provide soil specifications for the upper 12 inches of soil. Soil placed within this layer <br /> shall be free of any sharp edges or large rocks such that the underlying liner will be <br /> compromised during salt excavation activities. <br /> i. Provide information regarding the LCRS sump and design. What is the capacity of the <br /> LCRS and sump? <br /> j. How will the LCRS be monitored? <br /> k. All new Units or lateral expansions of existing Units that require a LCRS shall have a <br /> blanket-type leachate collection and removal system that covers the bottom of the Unit <br /> and extends as far up the sides as possible. The LCRS shall be of sufficient strength and <br /> thickness to prevent collapse under the pressures exerted by overlying wastes, waste <br /> cover materials, and by any equipment (i.e. equipment to remove accumulated salts)used <br /> at the Unit [Title 27 CCR §20340(e)]. <br /> 18. All construction of liner systems and final cover systems shall be performed in accordance with a <br /> Construction Quality Assurance Plan certified by a registered civil engineer or a certified <br /> engineering geologist [Title 27 CCR §203231 and approved by the Executive Officer. <br /> Please review these comments and give me a call if you have any questions at 916-464-4676. <br /> MOLL .
