(URS) is pleased to submit this report presenting the results of groundwater monitoring
activities conducted in September 2005 and summarizing groundwater monitoring activities conducted
from the fourth quarter 2004 through the third quarter 2005, adjacent to the Sewer Treatment Plant
Ponds at Deuel Vocational Institution (DVI), located at 23500 Kasson Road in Tracy, California. This
report has been prepared on behalf of the State of California — Real Estate Services Division (RESD)
under Contract No. 3023892,and concludes groundwater monitoring at the site.
Please be advised that this document represents the completion of investigation activities at this
site. All activities were performed in accordance with permit number CA0078093.
BACKGROUND
DVI is a State of California correctional facility with various land uses.A site location map and a facility
map are provided as Figures 1 and 2, respectively. A site plan is provided as Figure 3. Much of the land
is used for inmate housing, and most of the remaining land supports facility operations. DVI's
maintenance building is located east of the inmate housing facility and includes a maintenance garage
' and offices. A gasoline and diesel underground storage tank(UST) site was formerly located to the west
of the maintenance garage. The former UST and dispenser locations are covered with asphalt and
concrete.
The land use activity surrounding DVI is primarily agricultural. A Union Pacific Railroad track fomes
the northwest boundary of the DVI property.
On April 8, 2003, URS drilled and installed six 2-inch-diameter groundwater monitoring wells (MW-12
and MW-19 through MW-23) adjacent to the maintenance building. These wells are used to monitoring
the petroleum-impacted groundwater at the site. The current groundwater monitoring program for the
site includes biannual sampling of all five site wells and quarterly sampling of MW-12 and MW-19
through MW-23.
URS Group Inc.
Crown Corporate Center
2870 Gateway Oaks Drive,Suite 300
Sacramento,CA 95833
Tel:916.679.2000 KAWpmc U2204uel VoGktnnl lanflumlonMP P r&QMR\3 Qn 05DVI-b P-3QMR05 Repon.o
Fax:916.679.2900
