Carollo Engineers <br /> November 21,2006(Project No. 3045.036) <br /> 1.0 GENERAL SITE INFORMATION <br /> On behalf of Carollo Engineers, Fugro West, Inc., (Fugro) has prepared this <br /> Groundwater Sampling and Analysis Plan to describe the procedures to drill, sample, and <br /> construct three monitoring wells. The Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) has required the construction of these wells to monitor a potential impact to the <br /> shallow groundwater. Carollo Engineers has prepared plans and specifications for the <br /> construction of four Class II surface impoundments that the California Department of Correction <br /> and Rehabilitation will operate to the south of the Deuel Vocational Institution (DVI). <br /> Fugro completed the first step in receiving concurrence from the CVRWQCB to install <br /> monitoring wells with the submittal of the Monitoring Well Installation Workplan dated July 2006. <br /> The CVRWQCB approved the workplan in their letter to the California Department of Correction <br /> and Rehabilitation dated July 27, 2006. After the review and approval of the CVRWQCB, Fugro <br /> will prepare the Monitoring Well Installation Report that will describe the construction of the <br /> wells and the results of the first sampling and analyses of the groundwater. This plan is <br /> intended to satisfy the requirements of Attachment C, Section 2 - Groundwater Sampling and <br /> Analysis Plan in the Monitoring Well Workplan and Monitoring Well Installation Report <br /> Requirements in Order No. R5-2006-0075, Waste Discharge Requirements (WDRs)/Monitoring <br /> and Reporting Program, adopted on June 23, 2006, by the California Regional Water Quality <br /> Control Board, Central Valley Region (CVRWQCB). <br /> 1.1 SITE LOCATION AND MONITORING WELL LOCATIONS <br /> Plate 1 shows that the approximate locations of four Class II surface impoundments, to <br /> the south of DVI that is located along Kasson Road. Fugro has indicated the preliminary <br /> locations of the three wells on Plate 2. These locations are outside the bermed areas of the <br /> Class II surface impoundments and at least 10 feet beyond the edge of the toe of the slope. <br /> The assigned locations are preliminary at this time and Fugro may choose to alter the locations <br /> on the basis of contractor's proposed activities, the presence of utilities, or other considerations. <br /> 1.2 MONITORING WELL CONSTRUCTION DETAILS <br /> The surface elevations in area of the three wells range from approximately 15 to 20 feet <br /> mean sea level (MSL) according to the contours shown on the topographic map in Plate 1. <br /> The well driller will use 8-inch-diameter augers to advance the borings. The depth of the <br /> wells is only 15 feet and the wells will consist of 2-inch-diameter Schedule 40, flush treaded, <br /> PVC well casing. For these shallow wells, Fugro does not believe that centralizers are needed. <br /> The design details of the monitoring well construction are shown on Plate 3 - Well Construction <br /> Details. <br /> The bottom 7 feet of each well will consist of slotted well screen.
