San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sjgov.org/ehd <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 99 SHELL* 1 7700 MORELAND ST STOCKTON August 30 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> A fuel leak was observed in the 87 STP sump sensor, indicating a leak in the primary piping. All primary containment <br /> for the UST system must be tight. The technician tightened fittings on the flex piping and removed all fuel from the <br /> sump. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 29, 2018. <br /> Note: The inspection could not be completed. The vacuum monitored lines in UDCs 1/2, 3/4, and 7/8 were <br /> plugged and could not be tested for communication. The 91 fill sump is under construction and no testing was <br /> done on 91 fill sump sensors, communication, or spill bucket. Schedule a reinspection to complete these items <br /> and provide 48 hours written notification to EHD. All EHD staff time associated with this reinspection will be billed <br /> at the current hourly rate ($152). <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
