(ATC) has prepared this response to the notice of violation of the <br /> Groundwater Discharge Permit (GDP) for the discharge system located at 610 North Hunter <br /> Street in Stockton, California. The GDP was initially approved by the City of Stockton <br /> Department of Municipal Utilities on November 6, 2002 . On February 19, 2003, the City of <br /> Stockton Department of Municipal Utilities issued an Amended Groundwater Discharge Permit <br /> increasing the maximum groundwater discharge capacity from 1 ,000 to 2, 000 gallons per day. <br /> REMEDIATION SYSTEM DESCRIPTION <br /> On December 20, 20025 ATC personnel started up the soil and groundwater remediation system <br /> at the above referenced property. The remediation system includes a thermal oxidizer to <br /> remediate petroleum-impacted vapors and a carbon filtration system to remediate petroleum- <br /> impacted groundwater extracted from the subsurface. Groundwater is collected into a knockout <br /> drum, treated, and then discharged to the sanitary sewer. <br /> ATC personnel operated and monitored the groundwater discharge system from December 2002 <br /> until November 2004 . In November 2004, the liquid ring pump on the remediation system <br /> malfunctioned beyond repair. The liquid ring pump is a specialized piece of equipment and ATC <br /> was only able to obtain a system with an extraction rate of 300 cubic feet per minute (cfin) . The <br /> former remediation system had an extraction rate of 150 cfin. ATC purchased the higher rated <br /> remediation system in order to bring the site back in compliance with the San Joaquin County <br /> Environmental Health Department (EHD).
