SUSPECTED CAUSE OF VIOLATION AND CORRECTIVE ACTION <br /> Following the May 2005 monitoring event, it was discovered that the average daily flow <br /> discharged from the system exceeded the GDP and the system was subsequently shut down for <br /> troubleshooting. When the remediation system was restarted in April 2005, the groundwater <br /> levels were measured at depths within the historical levels dating back to December 2002 so there <br /> does not appear to be a significant change in the subsurface conditions. Even though the new <br /> equipment is capable of performing at a higher extraction rate, the extraction rates have not been <br /> increased in order to comply with the conditions of the permit to operate issued by the San <br /> Joaquin Valley Air Pollution Control District. The cause of the increase groundwater extraction <br /> appears to have been due to an increased vacuum in vapor wells VEW3 and VEW4. <br /> Subsequently vapor well VEW3 was closed and the vacuum on VEW4 was reduced significantly. <br /> The remediation system has been routinely monitored since the May 2005 violation.
