B St., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> 50. A 55 gallon black steel drum of used absorbent was observed with an accumulation start date of <br /> October 20, 2010. A 15 gallon drum of hazardous waste sharps was observed with an accumulation <br /> start date of January 11, 2011. A 55 gallon black steel drum of hazardous waste broken fluorescent <br /> lamps was observed with an accumulation start date of February 11, 2011. Facilities who generate less <br /> than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored on site at any <br /> time may store waste on site up to 180 days. Immediately contact a licensed hazardous waste hauler to <br /> dispose of this waste under manifest and submit a copy of the manifest to the EHD by July 29, 2011. <br /> REPEAT VIOLATION <br /> Notice to Comply - Minor violations: (23, 52, 79, 83) <br /> 23. Bills of lading for the recycling of used oil filters for the last three years were not found on site. A <br /> copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all <br /> bills of lading for used oil filters for the last three years, maintain them on site, and submit copies to the <br /> EHD by July 29, 2011. <br /> 52. An emergency coordinator and modified contingency plan information is lacking. There must be at <br /> least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose. Submit proof of correction to the EHD by July 29, 2011. <br /> 79. Used fluorescent bulbs were observed stored open and uncontainerized in the hazardous waste <br /> storage area. Universal waste lamps shall be contained in a closed container or package that is <br /> structurally sound, adequate to prevent breakage, and compatible with the contents of the lamp. <br /> Immediately containerize all universal waste fluorescent lamps/bulbs in accordance with Title 22 <br /> regulations. <br /> 83. Used fluorescent bulbs were observed unlabeled in hazardous waste storage building. A gallon jug <br /> of alkaline batteries were observed unlabeled in the spent lead acid battery container. A generator shall <br /> label or mark universal waste with the words 'Universal Waste' and the type of waste (alkaline batteries, <br /> mercury containing equipment, fluorescent bulbs, electronic devices, CRTs, aerosol cans).
