4 <br /> Tmadwell&Rollo <br /> 22 December 2003 <br /> Project: 2597.10 FD-� <br /> Jeffery Wong <br /> San Joaquin County Environmental Division D E C 2 E 2003 <br /> 304 East Weber Street, Third Floor <br /> Stockton, California 95202 ENVIRONMENT HEALTH <br /> PERMIT/SERVICES <br /> Subject: Well Destruction <br /> Banner Island Site, <br /> Lindsay and Van Buren Streets (Areas 10 and 20) <br /> Stockton, California <br /> Dear Mr. Wong: <br /> This workplan describes the well destruction activities proposed for wells located at <br /> Areas 10 and 20, located near the intersection of Lindsay and Van Buren Streets in Stockton, <br /> California. (Figure 1). Treadwell &Rollo has been retained by the City of Stockton to <br /> coordinate the environmental issues at this, and several other adjacent sites within the North <br /> Shore Banner Island redevelopment project. The site soil remediation and redevelopment at <br /> Areas 10 and 20 are currently under the oversight of the California Department of Toxic <br /> Substance Control (DTSC). <br /> The DTSC has reviewed the previous investigation findings for Areas 10 and 20 and determined <br /> that additional groundwater monitoring is not required for any wells in these areas. Treadwell & <br /> Rollo and City of Stockton representatives met with you and Margaret Lagorio on 5 December <br /> 2003 and discussed the planned Banner Island Northshore re-development,which includes Areas <br /> 10 and 20. <br /> BACKGROUND AND CURRENT SITE CONDITIONS <br /> Area 10 was formally a delta island, reclaimed during the 1920s. The site was leased by the City <br /> of Stockton to the Guntert and Zimmerman Construction Division, Inc., and used for <br /> shipbuilding and repair and storage of steel until the 1970s. Figure 1 shows the approximate <br /> locations of former buildings. All structures were demolished and removed, and underground <br /> utilities were reportedly removed. Currently the surface is predominantly soil with some areas <br /> of pavement and concrete. There are seven existing monitoring wells at Area 10. Additionally, <br /> one well, MW-1, has not been located in approximately 10 years.
