Jeffery Wong TMa&*qW1&FM10
San Joaquin County Environmental Division
22 December 2003
Page 2
Area 20 is also referred to as the former Western Pacific Rail Road site. The site, currently a
vacant dirt lot, is north of West Lindsay Street, between North Harrison and North Madison
Streets. Area 20 was originally used as a switching yard for the Western Pacific Rail Road and
service to the banner Island site. There are three monitoring wells at Area 3.
Previous site investigations were performed at both areas by Treadwell &Rollo in 1996, 1999
and 2000, and others. The DTSC has reviewed the previous investigation findings for Areas
10 and 20 and determined that additional groundwater monitoring is not required for any wells in
these areas.
PROPOSED WELL DESTRUCTION
The DTSC has determined that monitoring wells in Areas 10 and 20 are not in areas with
significant groundwater impacts. Per San Joaqin County Environmental Health Department
guidance, these wells can be destroyed by pressure grouting the well casings. One well, MW-1
at Area 20, has an obstruction present above the water table and will need to be drilled out and
grouted. Since MW-1 at Area 10 has not been located at the surface, we shall attempt to find it
with a backhoe or excavator, and abandon if found.
Table 1 presents a summary of the existing wells at the site, their construction details and their
proposed destruction method. All soil, groundwater, and decontamination water generated
during well destruction will be stored onsite pending analytical results. All borings will be
destroyed in accordance with California well destruction guidelines and SJCEHD requirements,
and well destruction permits will be obtained for all wells.
SCHEDULE V4S
We plan to destroy all monitoring wells except for MW-1 at Area 10 and MW-I at Area 20 prior
to 15 January 2003. The two remaining wells, which require specialized equipment, will be
destroyed prior to March 2004.
If you have any questions regarding this workplan please call.
Sincerely yours,
TREADWELL &ROLLO, IN y Eo o1
o
7 No. 7056
David G.
