Agreement: <br /> 1. Drill four (4) soil borings to depth of 8' to 10' . <br /> 2. Take five (5) soil samples for laboratory. <br /> 3. Write short letter report to outline sampling results and location <br /> of sampling. <br /> 12:30 a.m. Driller arrived on site, (Quality Construction Inspection, <br /> Jesse Wrye) , from Modesto. Set up to drill north shoulder <br /> of Byron Road near C of city of Tracy pipeline bore. <br /> Location was picked by city of Tracy staff and Harris <br /> and Associates Engineer. Drilling was not started as <br /> L. A. Moldenhauer was awaiting a call from SJLHD, (Dave <br /> Carlis) , who was awaiting a call from Dave Brent, CRWQCB <br /> staff regarding the borings. <br /> L. A. Moldenhauer made the following telephone calls prior <br /> to 12:00 noon on April 4, 1988: <br /> 1. SJLHD - District knew of contamination but needed <br /> clearance from CRWQCB staff Ton Vorster prior to <br /> drilling. <br /> 2. CRWQCB - Ton Vorster stated she believed under the <br /> circumstances that four (4) holes could be drilled <br /> as described, but wanted to speak with SJLAD. They <br /> would contact Dave Carlis informing the district of <br /> their position. <br /> 3. From 1:00 p.m. to 4:30 p.m. , L. A. Moldenhauer attempted <br /> to contact the Regional Board staff and SJLHD staff. <br /> At 2:30 p.m. , Robert Niblack was contacted. He stated <br /> that four (4) borings would meet with their approval <br /> and he would call Dave Carlis. <br /> At 4:45 p.m. , Al Cheney arrived at the site and stated, <br /> "David Carlis called him and stated the following: <br /> a. SJLHD would issue the drilling permit for four <br /> (4) holes. <br /> b. The permits should be picked up, executed, and <br /> returned for signature and approval . <br /> 2 <br />
