HEALTH AND SAFETY PLAN AND SOIL MANAGEMENT PLAN <br /> GLEASON PARK APARTMENTS PROPERTY <br /> E. Church, S. Stanislaus, and S. American Streets <br /> Stockton, California <br /> INTRODUCTION <br /> The Gleason Park Apartments Property occupies about three acres within an older area of <br /> Stockton, California. Enviromnental investigations have revealed elevated concentrations of <br /> lead sporadically in site soils. The primary source of the lead in site soils is believed to be <br /> weathering of lead-based paints from residential structures that occupied the site for over 100 <br /> years. This Health and Safety Plan and Soil Management Plan (HMP/SMP) has been developed <br /> to present measures to limit exposure to residual lead in site soils, and to establish appropriate <br /> procedures for the handling and management of soils disturbed at the site during future activities, <br /> including procedures to be implemented for any future removal of soils from the property. <br /> It is recognized that site evaluation and human health risk assessment have demonstrated the <br /> residual lead in site soils does not represent an unacceptable health risk to site workers and <br /> residents given intended property usage (multi-family residential). The oversight regulatory <br /> agency (State of California Environmental Protection Agency, Department of Toxic Substances <br /> Control) has concurred with the findings of the site evaluation and risk assessment; however, it <br /> has been considered prudent to establish basic health, safety, and soil management procedures <br /> for future activities at the site that could include the disturbance of site soils. <br /> The scope of this document is limited to procedures and measures to reduce exposure to residual <br /> lead in site soils. All other health and safety measures, such as those to address common <br /> physical and construction hazards, are the responsibility of future contractors/workers and other <br /> site personnel and are not included in the scope of this plan. <br />
