\Y • Cher Kablanow reported attending the annual meeting of the Stanislaus County Farm Bureau on 24 February,and the USDA NRCS local workgroup in Stanislaus County,also on 24 February. • Al Brizard attended the 24 February meeting of the Stanislaus County Farm Bureau as a director. • Chairman Schneider reported that he had attended a number of Agricultural Subcommittee meetings,a meeting with the California Rice Commission(Tim Johnson and George Soares),a meeting of the North East Water Quality Coalition in Beaver,and Farm Bureau meetings with Al Brizard. • Christopher Cabaldon reported that he has been appointed as a Commissioner for the Port of Sacramento,and to the Board of Directors for the Sacramento Regional County Sanitation District. EXECUTIVE OFFICERS REPORT An addendum to the written EO Report in the Agenda was handed out. Tom Pinkos pointed out that the EO Report included information on the meeting with the Wine Institute on 5 March. He had made a presentation to the Public Works Directors in Santa Barbara on 4 March. Mr. Pinkos further reported that both the April and June Board meetings would be 1'/z to 2 days long,and reviewed the major issues to be dealt with at each meeting. Wendy Wyels provided a status report on dischargers around Lake Berryessa. OTHER BUSINESS 1. The January meeting minutes were approved as written. 2. The Board met in closed session to discuss ongoing litigation and to discuss the AKT matters identified under Agenda Item 22. The Board reissued the referral to the Attorney General made January 29 so that it covers all violations from the 2002 rainy season forward. 3. University of California,Davis Campus Main Wastewater Treatment Plant,Yolo and Solano Counties-Consideration of an amended NPDES Permit and Cease and Desist Order A public hearing was held. Richard McHenry presented the staff report. Additional testimony was provided by David Phillips,Joseph Stagner,Dave Carlson and Ken Landau. 115-2004-0024 MOTION: By Mr.Longley,seconded by Mr.Schneider to approve the amended NPDES Order. Approved with Mrs. Alves voting no,and Mr.Brizard abstaining. R5-2004-0025 MOTION: By Mr.Longley,seconded by Mr.Schneider to approve the Cease and Desist Order. Approved by role call vote with Mrs.Alves voting no,and Mr.Brizard abstaining. 4. Rice Pesticide Program,Management Practices for the 2004 Rice Season-Consideration of Approval Board Member,Beverly Alves recused herself from this item and left the dais. A public hearing was held. Amanda Smith presented the staff report. Additional testimony was given by Tim Johnson,Roberta Firoved,Michael Yee,Tom Schreier and Rudy Schnagl. 115-2004-0026 MOTION: By Mr.Longley,seconded by Mr.Schneider to approve the proposed order. Unanimously approved. 5. Conditional Waiver of Waste Discharge Requirements For Discharges From Irrigated Lands Within The Central Valley Region—Information Report Bill Croyle provided the staff report,assisted by Amanda Smith and Jeanne Chilcott. Additional information was given by David Cory,Bill Thomas,Aaron Ferguson,Parry Klassen,Dennis Gudgel,John Hewitt,and Tim Johnson. This item was for the Board's information. 6.
