\Y <br /> • Cher Kablanow reported attending the annual meeting of the Stanislaus County Farm Bureau on <br /> 24 February,and the USDA NRCS local workgroup in Stanislaus County,also on 24 February. <br /> • Al Brizard attended the 24 February meeting of the Stanislaus County Farm Bureau as a director. <br /> • Chairman Schneider reported that he had attended a number of Agricultural Subcommittee meetings,a <br /> meeting with the California Rice Commission(Tim Johnson and George Soares),a meeting of the <br /> North East Water Quality Coalition in Beaver,and Farm Bureau meetings with Al Brizard. <br /> • Christopher Cabaldon reported that he has been appointed as a Commissioner for the Port of <br /> Sacramento,and to the Board of Directors for the Sacramento Regional County Sanitation District. <br /> EXECUTIVE OFFICERS REPORT <br /> An addendum to the written EO Report in the Agenda was handed out. <br /> Tom Pinkos pointed out that the EO Report included information on the meeting with the Wine Institute on <br /> 5 March. He had made a presentation to the Public Works Directors in Santa Barbara on 4 March. Mr. <br /> Pinkos further reported that both the April and June Board meetings would be 1'/z to 2 days long,and <br /> reviewed the major issues to be dealt with at each meeting. <br /> Wendy Wyels provided a status report on dischargers around Lake Berryessa. <br /> OTHER BUSINESS <br /> 1. The January meeting minutes were approved as written. <br /> 2. The Board met in closed session to discuss ongoing litigation and to discuss the AKT matters <br /> identified under Agenda Item 22. The Board reissued the referral to the Attorney General made <br /> January 29 so that it covers all violations from the 2002 rainy season forward. <br /> 3. University of California,Davis Campus Main Wastewater Treatment Plant,Yolo and Solano <br /> Counties-Consideration of an amended NPDES Permit and Cease and Desist Order <br /> A public hearing was held. Richard McHenry presented the staff report. Additional testimony was <br /> provided by David Phillips,Joseph Stagner,Dave Carlson and Ken Landau. <br /> 115-2004-0024 MOTION: By Mr.Longley,seconded by Mr.Schneider to approve <br /> the amended NPDES Order. Approved with Mrs. <br /> Alves voting no,and Mr.Brizard abstaining. <br /> R5-2004-0025 MOTION: By Mr.Longley,seconded by Mr.Schneider to approve <br /> the Cease and Desist Order. Approved by role call vote <br /> with Mrs.Alves voting no,and Mr.Brizard abstaining. <br /> 4. Rice Pesticide Program,Management Practices for the 2004 Rice Season-Consideration of Approval <br /> Board Member,Beverly Alves recused herself from this item and left the dais. A public hearing was held. <br /> Amanda Smith presented the staff report.
