FRIDAY,19 MARCH 2004 <br /> BOARD MEMBERS PRESENT <br /> Robert Schneider,Chair,Karl Longley,Vice Chair,Alson Brizard,Robert Fong,Beverly Alves and Lucille <br /> Palmer-Byrd,Members. <br /> BOARD MEMBERS ABSENT <br /> Christopher Cabaldon and Cher Kablanow <br /> PUBLIC FORUM <br /> Bill Jennings of DeltaKeeper informed the Board that several lawsuits had been filed against districts for <br /> inadequate CEQA documentation of their aquatic herbicide application programs intended to support <br /> coverage under the State Board's Aquatic Herbicide General NPDES Permit. He stated that lawsuits have <br /> been filed against Regional Boards(including the Central Valley Region)and the State Board regarding <br /> Timber Harvest Waivers,and that lawsuits are anticipated over several recently approved Basin Plan <br /> Amendments. He also stated that environmental groups are strongly opposed to SWRCB's proposed <br /> 303(d)listing policy that would raise the threshold for listing an impaired water body,and that DeltaKeeper <br /> is also concerned about the underground regulation memo recently sent by Celeste Cantu regarding <br /> incidental runoff from golf courses. <br /> UNCONTESTED CALENDAR <br /> Enforcement <br /> 7. No one appeared to contest the proposed order. <br /> 115-2004-0030 MOTION: By Mr.Brizard,seconded by Mr.Longley to approve <br /> the proposed order. Unanimously approved by role call <br /> vote. <br /> Uncontested NPDES Permits <br /> 8. Aerojet-General Corporation,Interim Groundwater Extraction and Treatment Systems,American <br /> River Study Area,GET E/F,and OU-3,Sacramento County <br /> A public hearing was held. No one appeared to contest the proposed order. <br /> 115-2004-0027 MOTION: By Mr.Longley,seconded by Mrs.Palmer-Byrd to <br /> approve the proposed NPDES order. Unanimously <br /> approved. <br /> 9. The Boeing Company,Interim Groundwater Extraction and Treatment System, Inactive Rancho <br /> Cordova Test Site,Sacramento County <br /> A public hearing was held. No one appeared to contest the proposed order. <br /> 115-2004-0031 MOTION: By Mr.Longley,seconded by Mrs.Alves to approve <br /> the proposed NPDES order. Unanimously approved. <br />
