7 September 2016 ,;,7CE1V 8® <br /> 'Fp 6'8 2016 <br /> San Joaquin <br /> Mr. Nuel Henderson EN VI Hazelton Avenueonmental Health Department PER��S�R, Vjy�LT <br /> 1868 Ey <br /> SES <br /> Stockton, CA 95205 <br /> Subject: Monitoring Well Destruction Work Plan <br /> Former Holly Sugar Facility <br /> 20500 Holly Drive <br /> Tracy, California <br /> Langan Proposal: 731575102 <br /> Dear Mr. Henderson: <br /> Langan Treadwell Rollo (Langan) has prepared this Monitoring Well Destruction Work Plan <br /> (work plan) which presents the scope of work and describes the methods, procedures, and <br /> schedule for destroying the monitoring wells at the Former Holly Sugar Facility at 20500 Holly <br /> Drive in Tracy, California. <br /> BACKGROUND <br /> The northern portion of the site was previously occupied by former precipitated calcium <br /> carbonate (PCC) ponds, mud ponds, and wash water ponds as part of the former sugar beet <br /> processing facility at the site. The PCC ponds were operated by the former sugar facility <br /> owners (Spreckels Sugar Company) under a Waste Discharge Requirement (WDR) permit R5- <br /> 2003-0050 with the Central Valley Regional Water Quality Control Board (RWQCB). The WDR <br /> permit required that groundwater be periodically monitored at seven groundwater monitoring <br /> wells installed at the site. Since the site is no longer a sugar beet processing facility and the <br /> ponds are no longer in operation, groundwater monitoring requirements under the WDRs are <br /> no longer necessary, as the WDRs were rescinded by the RWQCB on 5 October 2012. The <br /> RWQCB record of WDR recession is attached. Figure 1 shows the Site Plan with wells to be <br /> destroyed including WP-1 through WP-3, and WP-5 through WP-8. Also attached are a <br /> completed San Joaquin County Environmental Health Department (SJEHD) Site Mitigation <br /> Master File Record Information Form and a completed SJEHD Site Mitigation Well & Boring <br /> Permit Application. Lastly, a check in the amount of$1,112 for SJEHD fees is attached. <br /> WELL DESTRUCTION <br /> Upon receipt of a well destruction permit from the SJEHD, Langan will perform the following <br /> tasks for well destruction: <br /> • Preparation of site-specific health and safety plan. <br /> • Conducting a utility survey and marking the site for Underground Service Alert prior to <br /> beginning work. <br />
