Box 2089 <br /> Stockton, California 95201 <br /> PRELIMINARY ENDANGERMENT ASSESSMENT REPORT, SITE IAS-09, ROUGH AND <br /> READY ISLAND, PORT OF STOCKTON, STOCKTON, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff have reviewed the May 2012 Draft IAS-09, Preliminary Endangerment <br /> Assessment,Rough and Ready Island, Port of Stockton (IAS-09 PEA) received 1June 2012 and <br /> submitted on your behalf by Environmental Risk Services Corporation (ERS). <br /> Union Pacific Railroad (UPR) will be constructing a rail fabrication facility at the Port of Stockton <br /> (POS) in the spring of 2014. The proposed location of the facility and accompanying railroad spurs <br /> will lie within several environmental sites at Port of Stockton, which have (or have had) impacts to <br /> soil and groundwater from volatile organic compounds, hydrocarbons, pesticides and metals. Site <br /> IAS-09 is one of eight sites affected by the UPRR construction. <br /> IAS-09 does not contain monitoring wells exclusive to the site itself. Groundwater is monitored by <br /> sampling various wells from sites adjacent to it. A majority of those wells are located in the <br /> southern end of IAS-09. Two wells used to monitor groundwater at IAS-09 will be destroyed to <br /> make room for the UPRR construction. Those two wells are located in the northern/central portion <br /> of IAS-09 (from sites 11 and IAS-15). In a letter dated 12 March 2014, Central Valley Water Board <br /> staff concurred with an ERS Work Plan to abandon a total of 12 wells associated with all the sites <br /> inhibiting the UPRR rail construction. <br /> The following comments regarding the IAS-09 PEA are offered: <br /> General comments: <br /> 1. All site maps provided in the PEA reference groundwater elevation data from 1999 and <br /> 2000. ERS has stated that the groundwater data from 1999 and 2000 is the most current <br /> data available to illustrate groundwater conditions in spring and fall. This is not acceptable. <br /> Also, the groundwater elevation data used to generate the contours is not contained in the <br /> PEA. <br /> 2. Given the extensive history and various investigations that have occurred at the site, please <br /> provide a summary paragraph within the "Environmental Investigations" section of the PEA <br /> KARL E.
