Port of Stockton - 2 - 3 September 2014 <br /> Rough and Ready Island <br /> Stockton, San Joaquin County <br /> 4. Section 3.5, 2. Guidelines for Ground Water Management: "Should long-term dewatering <br /> be necessary, the Contractor shall determine the requirements for treatment and sampling <br /> and analysis of dewatering water generated after baseline water quality has been <br /> established, or whether direct discharge of this water is appropriate". The Low Threat <br /> General Order contains limitations on the discharge rate and period of discharge to surface <br /> water. The Low Threat General Order also does not allow treatment if dewatered <br /> groundwater exceeds water quality objectives. In the event the proposed discharge does <br /> not meet the eligibility requirements of the Low Threat General Order, the Port of Stockton <br /> can obtain coverage under the Limited Threat General Order, Permit No.R5-2013-0073, <br /> NPDES Permit CAG 995-002. <br /> 5. The Port of Stockton needs to provide specific information in the SMP regarding the type of <br /> analysis which will be performed on any encountered groundwater with regards to the <br /> various permits that will be required, and how samples will be collected. <br /> 6. Prior to construction, the Port of Stockton will be required to sample and analyze ground <br /> water from the groundwater monitoring wells in the vicinity of the construction site, as well <br /> as provide groundwater elevation data. <br /> 7. The SMP provides the statement that "the Contactor will provide various information <br /> throughout the duration of this project"(assumedly regarding construction activities, <br /> sampling and analysis, etc.). The Port of Stockton and their general contractor, <br /> Environmental Risk Services are responsible for the content, schedule, and quality of work <br /> produced from their construction contractor. <br /> Based upon email correspondence dated 29 August 2014 from Mr. Jim Durkin of ERS, a finalized <br /> SMP will be provided to DTSC and Central Valley Water Board staff by 8 September 2014.
