Port of Stockton - 3 - 27 May 2014
Rough and Ready Island
Stockton, San Joaquin County
notice. Data collected from the recent groundwater sampling conducted during monitoring
well abandonment shall be utilized in the first semi-annual report.
3. Central Valley Water Board staff issued a letter to POS on 12 March 2014 that allowed the
abandonment of twelve wells along the IAS-09/IAS-15 corridor. The purpose of the well
abandonment was to facilitate construction of the UPRR line for POS. The Water Board's
allowance to abandon these wells does not suggest or imply the value of the wells is
diminished. It will be at the discretion of the Central Valley Water Board to have POS install
additional replacement wells at a later date, if necessary.
At this juncture, Central Valley Water Board staff sees no advantage to ERS producing a revised
PEA for site IAS-09. The general comments provided in this letter shall serve for future reports
generated by ERS regarding site IAS-09.
By 15 July 2014:
1. Please provide a Work Plan to conduct additional site assessment at site IAS-09 (in its
entirety). But, due to the urgent nature of conducting site assessment in the northern site
area prior to UPRR construction (and the expansive size of IAS-09), Central Valley Water
Board staff will concur with implementation of the Work Plan to be localized to the area
between the northern boundary of the site and IAS-16 (the limits of the UPRR
construction).
2. Please submit a proposal for semi-annual groundwater monitoring and reporting at site
IAS-09. POS has not been conducting groundwater monitoring on a regular basis. To
evaluate the need for additional site assessment and/or remedial action at site IAS-09,
groundwater monitoring is necessary. POS has the option of providing this proposal on a
voluntary basis, or if it is helpful, Central Valley Water Board staff can provide POS with a
Monitoring and Reporting Program Order (MRP).
If you have any questions, please contact me at (916) 464-4607 or kamaru@waterboards.ca.gov.
KATHLEEN AMARU, P.G., C.E.G.
Engineering Geologist
cc: Mr. Jose Salcedo, DTSC
Mr. John Yoajum, San Joaquin County Department of Environmental Health
Mr. Mark O'Brian, ERS
