Box 2089 <br /> Stockton, California 95201 <br /> WORK PLAN FOR THE DESTRUCTION OF WELLS AT UNION PACIFIC RAIL SITE <br /> (encompassing monitoring wells and piezometers in Sites 7, 8, IAS-10,11,13 and 15;, <br /> ROUGH AND READY ISLAND, PORT OF STOCKTON, STOCKTON, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff have reviewed the 15 January 2014 Work Plan for Destruction of Wells at Union <br /> Pacific Rail Site, Rough and Ready Island, Port of Stockton (UPRR Work Plan) submitted on your <br /> behalf by Environmental Risk Services Corporation (ERS). <br /> The contents of this letter have been reviewed by Jose Salcedo of Department of Toxic <br /> Substances Control (DTSC). Any comments from DTSC have been incorporated into this letter. <br /> Union Pacific Railroad (UPR) will be constructing a rail fabrication facility at the Port of Stockton in <br /> the spring of 2014. The proposed location of the facility and accompanying .railroad spurs will be <br /> located within several environmental sites at Port of Stockton which have (or had) impacts to <br /> groundwater from volatile organic compounds. These sites are identified as Sites 7, 8, IAS-10, <br /> IAS-11, IAS-13 and IAS-15. Twelve groundwater monitoring wells associated with these sites will <br /> need to be properly abandoned to make room for the UPR construction. In the Work Plan, ERS <br /> proposes to obtain well abandonment permits from San Joaquin County Environmental Health <br /> Department, and follow proper protocols as set forth in the permit. <br /> I concur with the Work Plan as proposed. Be advised that re-installation of some or all of the wells <br /> and/or piezometers will be required at a later date as deemed necessary by Central Valley Water <br /> Board and DTSC staff. In the Well Abandonment Report, please enclose a copy of the well <br /> abandonment permit.
