Box 2089 PEPMIT/SERVICES <br /> Stockton, California 95201 <br /> DRAFT SOIL MANAGEMENT PLAN, CWR CAR STORAGE YARD PROJECT, ROUGH AND <br /> READY ISLAND, PORT OF STOCKTON, STOCKTON, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff have reviewed the Draft Soil Management Plan (SMP), CWR Rail Car Storage Yard, <br /> Rough and Ready Island (RRI) dated 11 July 2014, and submitted on your behalf by <br /> Environmental Risk Services Corporation (ERS). Central Valley Water Board staff have also <br /> reviewed and concurred with the 25 July 2014 letter submitted to the Port of Stockton by Mr. Lance <br /> McMahan of the Department of Toxics Substances Control (DTSC), which comments on the SMP. <br /> Central Valley Water Board staff have the following comments in addition to those provided by <br /> DTSC. <br /> 1. A contingency plan to replace any groundwater monitoring wells destroyed during <br /> construction of the CWR rail car storage facility needs to be provided. <br /> 2. Section 3.5, 2. Guidelines for Ground Water Management: "Ground water exposed in an <br /> excavation that requires dewatering shall be sampled in place and analyzed for the <br /> parameters required for the Port's discharge point to Burns Cutoff'. The Port of Stockton <br /> should be aware that exposing ground water to a dewatering process involves the need to <br /> apply for discharge under Permit No.R5-2013-0074, NPDES Permit CAG 995-001 (Low <br /> Threat General Order). Dewatering of groundwater is not allowed under the Construction <br /> General Storm Water Permit. Port of Stockton is advised to review the proper permits <br /> required for this construction and provide specific implementation details for the permits <br /> that will (or may) be necessary to complete this project. <br /> 3. Section 3.5, 2. Guidelines for Ground Water Management: "If no discharge limits are <br /> exceeded, the water can be discharged directly to the nearest drainage ditch. If not, water <br /> will have to be contained in tanks or lined ponds as appropriate, and either treated prior to <br /> discharge or discharged under permit to the sanitary sewer'. Port of Stockton is advised <br /> that any discharge of groundwater to a surface impoundment will need coverage under the <br /> Low Threat General Order. <br /> KARL E.
