The following is an itemized list of hazardous waste violations that have not been addressed for RIG MASTER TRUCK REPAIR INC as of February18, 2020. Open violations from December 09, 2019 inspection Violation #114-Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION Designated facility signed copies of Uniform Hazardous Waste Manifests(UHWM)were not found on-site. Note: Operator could not provide any uniform hazardous waste manifests for the past three years, 12-9-2016 to 12-9-2019. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit an exception report to the California Department of Toxic Substances Control(DTSC)within 45 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests for hazardous waste including used oil, used antifreeze, oily solids, and used oil filters and send a copy to the San Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be found then prepare an exception report for each missing manifest as required by Title 22 California Code of Regulations section 66262.42. OBSERVATION The business operator could not provide hazardous waste disposal records for the past three years from 12-9-2016 to 12-9-2019 during the inspection. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 12-9-2016 to 12-9-2019 for all hazardous waste including used oil, used oil filters, and waste antifreeze.
