The following is an itemized list of hazardous waste violations that have not been <br /> addressed for RIG MASTER TRUCK REPAIR INC as of February18, 2020. <br /> Open violations from December 09, 2019 inspection <br /> Violation #114-Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION Designated facility signed copies of Uniform Hazardous Waste Manifests(UHWM)were not <br /> found on-site. <br /> Note: Operator could not provide any uniform hazardous waste manifests for the past three years, 12-9-2016 to <br /> 12-9-2019. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. The hazardous waste generator must submit an exception report to <br /> the California Department of Toxic Substances Control(DTSC)within 45 days if the destination facility signed <br /> manifest copy is not received from the transporter or designated facility. <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests for hazardous waste including <br /> used oil, used antifreeze, oily solids, and used oil filters and send a copy to the San Joaquin County Environmental <br /> Health Department(EHD). If the destination facility signed manifests cannot be found then prepare an exception <br /> report for each missing manifest as required by Title 22 California Code of Regulations section 66262.42. DTSC <br /> address is DTSC Report Repository, Generator Information Services Section, PO Box 806, Sacramento, CA <br /> 95812-0806. Send a copy of the exception report to DTSC and the EHD. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #118- Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION The business operator could not provide hazardous waste disposal records for the past three <br /> years from 12-9-2016 to 12-9-2019 during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 12-9-2016 to 12-9-2019 <br /> for all hazardous waste including used oil, used oil filters, and waste antifreeze.
