Box 2009 <br /> Stockton, California 95201 <br /> Dear Mr. Hinson: <br /> SOLICITATION OF APPLICABLE, RELEVANT AND APPROPRIATE REQUIREMENTS <br /> FOR OPERABLE UNIT ONE AT DEFENSE DISTRIBUTION REGION WEST, TRACY <br /> SITE <br /> The Defense Distribution Region West Tracy Site (DDRW Tracy) <br /> has requested the identification of applicable, relevant and <br /> appropriate requirements (ARARs) for remediation of ground water <br /> contamination known as Operable Unit One. The nature and extent <br /> of contamination that comprises Operable Unit One is detailed in <br /> the following enclosures. <br /> The Department Toxic Substances Control (Department) , as the <br /> lead State agency and a signature to the DDRW Tracy Federal <br /> Facilities Agreement (FFA) , is responsible for identifying <br /> California State ARARs for response actions taken under the FFA. <br /> As such, the Department has agreed to solicit and consolidate <br /> recommended State ARARs from other State and local environmental <br /> and/or public health agencies, as appropriate. The Department <br /> requests that your agency identify and provide any appropriate <br /> ARARs for the preferred ground water remedial action described in <br /> the enclosure. That alternative consists of ground water <br /> extraction, treatment by air stripping with emission control by <br /> granular activated carbon. Treated effluent will then be re- <br /> injected. <br /> The ARARs will be utilized in the evaluation and <br /> determination of the best technologies to treat the contamination <br /> at this site. Please include a copy, or the appropriate cite, of <br /> the statue, regulation, code, etc. that you have identified as an <br /> AKAR. DDRW Tracy will produce a site specific evaluation of the <br /> regulatory requirements represented in your ARAR determination. <br /> "ARARs" , as defined in the DDRW Tracy FFA, are "legally <br /> applicable" or "relevant and appropriate" standards, <br /> requirements, criteria, or limitations as those terms are used in <br /> the Comprehensive Environmental Response, Compensation, and <br /> Liability Act (CERCLA) Section 121 (d) (2) and as further defined <br /> in the National Contingency Plan, 40 CFR Section 300.5. <br /> Panted on Recycled Paper <br />
