f <br /> ARAR Identification for OU-1 -2- 28 February 1992 <br /> DDRW, Tracy <br /> Chapter of the California Code of Regulations (CCR) , requires aquifer cleanup <br /> to background concentrations. <br /> We understand that treated ground water from OU-1 will continue to be disposed <br /> of through reinjection back into the aquifer, as is presently permitted by <br /> Waste Discharge Requirements (WDRs) Order No. 90-275, for the Interim Remedial <br /> Measure (IRM) . However, as proposed in the Remedial Investigation/Feasibility <br /> Study (RI/FS) submitted on 4 March 1991, the injection field for the treated <br /> ground water from OU-1 will be located along the western boundary of the site. <br /> This location will require additional lithologic and water quality information <br /> be provided by DDRW, Tracy prior to our final identification of ARARs. We <br /> have previously indicated that this information would be needed in our letter <br /> dated 5 July 1991 . <br /> Volatile organic constituent (VOC) ground water contaminants and any other <br /> compounds, such as minerals, metals, pesticides or hydrocarbons, that when <br /> reinjected exceed or could potentially exceed background water concentrations, <br /> will need to comply with the State of California's Statement of Policy with <br /> Respect to Maintaining High Quality Waters in California, State Board <br /> Resolution No. 68-16 (Antidegradation policy) and the Basin Plan. <br /> In order to satisfy the Antidegradation Policy, the effluent concentrations <br /> must meet or be of better quality than the ground water outside the VOC plume. <br /> Therefore, the actual numerical requirements for the chemical specific ARARs <br /> cannot be completely identified at this time because specific disposal options <br /> and affects on the aquifer have not been finalized, nor has the treated ground <br /> water and the different water bearing zones been sufficiently characterized <br /> (with respect to other compounds, such as minerals) . <br /> If you have any questions, please call me at (916)361-5670. <br /> CAMILLA WILLIAMS <br /> Engineering Geologist <br /> CKW:cw <br /> Enclosures <br /> cc: Mr. Michael Work, U.
