The <br /> designated operator shall train facility employees for which he or she is responsible in the proper operation and <br /> maintenance of the UST system once every 12 months. The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s) for emergencies and monitoring equipment alarms <br /> Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of <br /> the training records to the EHD. <br /> This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The 87-product submersible turbine pump (STP) sump 208 sensor was located on the incorrect side of the sump <br /> and not located to detect a leak at the earliest opportunity. Also the 208 sensor in under dispenser containment 1/2 <br /> was leaning over and not located to detect a leak at the earliest opportunity Monitoring equipment shall be <br /> maintained to be able to detect a leak at the earliest possible opportunity. The sensors were relocated to the lowest <br /> point of the sump and placed upright by the service technician. Ensure that all monitoring equipment is maintained <br /> to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in under dispenser containments (UDCs) 7/8 and 9/10. If water could enter into the secondary <br /> containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician <br /> removed approximately one cup of liquid from each of the two UDCs. Ensure that all sumps and annular spaces <br /> are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The 91-product VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br /> passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> FA0003776 PR0231906 SCO01 01/17/2017 <br /> EHD 23-01 Rev.09/22/16 Page 5 of 6 underground Storage Tank Program OIR <br />
