0 0 <br /> Section 1 . Introduction <br /> Engineering/Remediation Resources Group (ERRG) was contracted by Treadwell and Rollo, Inc. (T&R) <br /> to conduct a Site Investigation(SI) for the City of Stockton Redevelopment Agency. The objective of the <br /> SI is to characterize contaminated soil for waste disposal at the former UnionOilfacilities in Stockton, <br /> California for the City of Stockton Redevelopment Agency. The purpose of this Sampling and Analysis <br /> Plan (SAP) is to describe the methods and procedures to be used to conduct the SI. This SAP is being <br /> submitted for review by the lead regulatory agency, the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) and the permitting agency for borings; the San Joaquin CountyEnvironmental <br /> Health Division (SJCEHD). The SI consists of in situ soil sampling that will characterize the <br /> contaminants of concern (COC) in the soil for future off-site disposal as part of site remedial actions that <br /> will be conducted by ERRG upon approval of the Remedial Action Plan (RAP) that is currently in <br /> preparation by T&R. This SI will collect composite soil samples from borings to provide soil analytical <br /> data for every 1,000 cubic yards of soil to be excavated during the remedial action implementation. <br /> 1.1. SITE LOCATION <br /> The Site consists of two areas, Area 2A, and Area 24, located in the City of Stockton, California <br /> (Figure 1). The two areas of the Site each consist of multiple city parcels that are located north of <br /> California State Highway 4, east of California State Highway 5, south of Weber Avenue and the Stockton <br /> Channel and west of Lincoln Boulevard. <br /> Area 2A consists of approximately 2.7 acres and is located south of Weber Avenue, east of Lincoln <br /> Street, north of former Market Street and east of a residential complex. Area 2A consists of a gravel <br /> parking area with no structures. <br /> Area 24 consists of approximately 2.9 acres and is located south of Weber Avenue, west of North Van <br /> Buren Street,north Market Street(north of the WorkNet Office Building)and east of Lincoln Street. The <br /> Stockton Children's Museum is located on the southeastern portion of Area 24.
