Site investigation work must include <br /> continuous core logging (e.g. cone penetrometer testing or equivalent) to identify permeable water <br /> bearing zones below first water, and installing deeper, short-screened monitoring wells to identify the <br /> vertical extent of groundwater contamination. Based on existing site information, the deeper monitoring <br /> wells must be installed near existing monitoring well MW-5, and southwest of MW-5 near MW-8 or <br /> proposed monitoring well MW-7. All groundwater samples must be analyzed for TPHg and BTEX by <br /> EPA Method 8015/8020, and for five fuel oxygenates, ethanol,methanol, 1,2-di chloro ethane, and <br /> ethylene dibromide by EPA Method 8260B. <br /> Failure to submit the required technical report may result in civil liability authorized,by Section 13268 of <br /> the Water Code, which states: <br /> "(a)Any person failing or.refusing to furnish technical or monitoring program reports as required by subdivision <br /> (b)of Section 13267...is guilty of a misdemeanor and may be liable civilly in accordance with subdivision (b). <br /> (b)(1) Civil liability may be administratively imposed by a regional board in accordance with Article 2.5 <br /> (commencing with Section 13323)of chapter 5 for a violation of subdivision (a) in an amount which shall not exceed one <br /> thousand dollars ($1,000)for each flay in which the violation occurs." <br /> All work must be performed according to the Tri4egional Recommendations for Preliminary <br /> Investigation and Evaluation of Underground Storage Tank Sites and Appendix A'(enclosed), and <br /> permits required by State and Local agencies. <br /> Please contact Harlin Knoll at San Joaquin County Environmental Health Division (209) 468-3442 and <br /> Marty,Hartzell at this office at least two business days prior to any site work.
