f <br /> INITIAL SITE ASSESSMENT <br /> 1.0 INTRODUCTION <br /> 1.1 Background <br /> This report presents the results of an Initial Site Ass ssment (ISA) performed under California <br /> Department of Transportation (Caltrans) Contract No. 43AO012 and Task Order (TO) No. 10- <br /> OE79OK-7B. The Site consists of the Caltrans Tracy aintenance Station located at 2005 Krohn <br /> Road in San Joaquin County, California(see Vicinity Ma),Figure 1). <br /> Caltrans District 10 requested this ISA to identify potenti 1 onsite and adjacent property environmental <br /> impairments that may impact land use planning, the heal h and safety of onsite personnel, and/or the <br /> construction of future onsite improvements. <br /> 1.2 Purpose <br /> The purpose of the ISA was to provide a summa of recognized environmental conditions <br /> associated with the former and current site and adjac nt property operations. According to the <br /> American Society of Testing and Materials (ASTM) Practice E 1527-00, Section 1.1.1, the term <br /> recognized environmental conditions means the prese ce or likely presence of any hazardous <br /> substances or petroleum products on a property under conditions that indicate an existing release, a <br /> past release, or a material threat of a release of any hazardous substances or petroleum products <br /> into structures on the property or into the ground, groundwater, or surface water of the property. <br /> Specifically,the objectives of this ISA were to: <br /> • Document the existing site conditions. <br /> • Document the development and historical facility operations at the Site and adjacent facilities. <br /> • Summarize available information and analytical data generated from previous environmental site <br /> investigations and remediation activities performed al the Site and adjacent facilities. <br /> • Perform updated asbestos and lead-based paint surveys of the onsite structures. <br /> • Summarize the extent of soil and groundwater im acts at adjacent facilities to evaluate the <br /> potential for these facilities to impact the Site. <br /> • Provide recommendations for onsite areas of concein requiring additional site characterization <br /> and/or remediation and cleanup activities. <br /> 1.3 Scope of Work <br /> Geocon has performed preliminary research and site re onnaissances to estimate the potential for <br /> existing environmental impacts to the Site from the presence of hazardous materials/wastes on or <br /> Project No.58225-06-146 - 1 - May 25,2001 <br />
