The guidelines used for the definition of hazardous materials/wastes are presented <br /> in the California Code of Regulations Title 22. <br /> The ISA services performed are presented as follows: <br /> • Conducted a pre-work meeting on December 15, 200), attended by Mr. Saiyed Ali with Caltrans <br /> and Mr. John Juhrend, Mrs. Rebecca Silva and Ms. Amy Hester of Geocon, to review the subject <br /> TO. <br /> • Reviewed the following documents to obtain information regarding the prevailing soil, geologic <br /> and groundwater conditions at the Site: <br /> - Geologic Map of the San Jose Quadrang e, prepared by the California Division of <br /> Mines and Geology (CDMG), dated 1966. <br /> Soils of San Joaquin County, California, prepared by the University of California, <br /> Berkeley, California, dated June 1952. <br /> - The Water Quality Control Basin Plan (Basin Plan)for the California Regional <br /> Water Quality Control Board, Central Valley Region, third edition 1994. <br /> • Geocon personnel performed an onsite reconnaissance on April 10, 2001 to attempt to identify <br /> visual indicators suggestive of the potential presence as of the date of the site reconnaissance, of <br /> hazardous materials/wastes at the Site. These indicators typically .include the presence of <br /> chemical containers and drums, waste disposal storage areas, industrial facilities, discolored <br /> surficial soils, electrical transformers that may c ntain polychlorinated biphenyls (PCBs), <br /> underground/aboveground storage tanks (USTs/A Ts), and areas conspicuously absent of <br /> vegetation. Global Positioning System (GPS) data was collected to document the locations of <br /> observed site features with the information provided herein in Caltrans compatible Geographic <br /> Information System(GIS)format. <br /> • Surveyed adjacent properties from public thorough fa es on April 10, 2001 to attempt to evaluate <br /> if adjacent properties possess facilities or structures that were likely to be occupied by entities <br /> that potentially use, store, generate, or dispose of hazardous material slwastes. <br /> • Conducted personal interviews with Hattie Poteet, Allen Shafer and Lino Cruz of Caltrans to <br /> determine the history of the Site. <br /> • Reviewed aerial photographs for the years 1968, 1974, 1979, 1986, 1992, 1996 and 1999 <br /> available from Caltrans and Pacific Aerial Surveys ir Oakland, California, to obtain information <br /> concerning the history of the Site. <br /> • Reviewed Sanborn Maps for the City of Tracy available from the Caltrans Library in <br /> Sacramento, California, for the years 1.892, 1897, 1907, 1911, 1913, 1921 and 1945. Coverage <br /> was not available for the Site. <br /> • Reviewed the United States Geological Survey I USGS) topographic map for the Tracy, <br /> California, Quadrangle dated 1954 (photorevised 1 81) to obtain topographic information and <br /> information relative to previous development of the ite and facilities in the vicinity of the Site. <br /> • Reviewed a Site Assessment Plus Report prepared for Caltrans by Vista Information Systems <br /> dated November 20, 2000. The Vista regulatory database search included the following <br /> information sources at a search distance of 1.6 kilometers (km)(I mile): <br /> Project No.58225-06-146 -2- May 25,2001 <br />
