Petroleum contamination in the
groundwater samples indicates that all three(3)monitoring wells have levels of Benzene that exceed the Maximum
Contaminant Level (MCL). Further groundwater investigation in the northwest quadrant of the site is still
required by PHS-EHD,as noted in correspondence dated December 10,1998.
In this correspondence,PHS-EHD advised that your consultant's conclusion that "thse frs may su&est an of-sitesourre
for BMZ6W9roundr a&rmrtlanmaaticn"needed a more complete investigation and the possibility of onsite spills from
temporary storage of railroad equipment is to be verified. A well search and sensitive receptor survey should also be
included in the next phase of investigation.
Your request to reduce quarterly sampling to semi-annual and to discontinue analysis for the fuel oxygenates, methanol,
and ethanol is approved at this time. Please be advised, future installation of additional monitoring wells or soil borings
(with or without groundwater analyses)must include the oxygenates and alcohols.
In preparation for a request for"No Further Action" (NFA),sites are to have the complete laboratory analyses(8015m,
8020,and 8260 or 8260B,now approved for all three) for all monitoring wells for the last two consecutive quarters prior
to the request. In addition, sites preparing for NFA should complete the checklist items listed in Appendix B closure
document faxed to you on December 9, 1999. If information for all of the items on the checklist cannot be supplied
because of lack of data,a work plan to obtain the data should be submitted to PHS-EHD.
The work plan required for the northwest subsurface investigation and well survey should be submitted by April 28,
2000. A well permit application form and the$89 permit fee (per parcel),a site specific safety plan, and any access
agreements should be included with the work plan.
Donna Heran,RENS,Director
Enviro ental Health Division
'5-1)
Michael J.Infurna Jr.,Senior S Margaret Yaganio,REHS
LOP/Site Mitigation Unit IV Supervisor
MI/
c: CVRWQCB-Marty Hartzell,Sacramento.
c: SWRCB-CUF-Wennilyn Fua,Sacramento.
c: Krazan-Jeffrey A Noel,215 W.Dakota,Clovis,CA.93612.
A Division of San Joaquin County Health Care Services
