As the last operator of the UGT, it is your responsibility to
investigate the extent of contamination documented at this site in a recent
subsurface investigation.
PHS-EHD is the lead agency assigned to provide oversight of the required
investigation. You are required to submit workplans to define the lateral and
vertical limits of the soil and groundwater contamination. After the plans are
reviewed and approved, a boring permit application and $89 fee is required for
every separate parcel where borings are proposed. Only a California C-57
contractor is authorized to drill the soil borings and install the groundwater
monitoring wells. Soil and groundwater samples that are collected must be sent
to a laboratory certified by the California Department of Health Services under a
chain of custody.
A PHS-EHD staff member will conduct inspections during drilling and sampling
events and appointments must be arranged with at least forty-eight (48) working
hours notice. The staff person assigned to your site will work with your
environmental consultant in the field to determine which soil samples should be
sent to the laboratory for analyses. PHS-EHD will review the report of findings
generated by your consultant and notify you if further investigation is required
and establish the date the next workplan will be due. Please have your
consultant submit the report of findings within sixty (60) days of the conclusion of
the field work.
A Division of San Joaquin County Health Care Services
