Y
" ECEIVED
January 3, 1992
JAN 0 8 192
Assemblyman Dean Anda 1 ENVIRONMENTAL HEALTH
31 E,. Channel St . Rm. 306 PERMIT/SERVICESStockton , Ca . 95202
Re : SB2004 , A31699 Cleanup Fund Eligibility
r
iDear- Assemblyman Andal :
This letter is written by Karen Grenz on behalf of my
parents, Mr . & Mrs. M . L . Grenz .
The site of the removal UST is owned by M . L . Grenz , 6540 E.
Jahant. Road , Acampo. CA. 91220 ( San Joaquin County ) .
In 1946, a 285 gallon UST was installed by the owner for
fueling farm equipment and personal vehicles. it was taken
out of service in 19e6 and replaced with an above ground
fuel tank which is still in use .
On ]t-Gly 17 , 1991 , Jim Thopre Oil , Inc . removed the UST . A
permit was required because it was no longer a farm tank at
time of removal . (#.L : Attached is permit . ) A slight
petroleum odor was noted during excavation . Two soil
samples were collected by Weston Laboratories ' personnel .
The reG,ulLS later revealed significant levels of BTEX , EDB ,
and TPH--G . ( #2 : Attached are test results . ) The San
Joaquin PHS/EHD-was represented at the UST removal by Eric
Trevena . ( #3 : Attached . )
As a result of the lab results , a workplan to re-excavate
and resample was submitted by Thorpe Oil on 8-19-91 . ( #4 :
Attached is Thorpe ' s workplan . ) William Hunter , a
registered geologist, joined the work team on 9-4-91 . When
J new excavating began , subsequent testing was performed by
1 FGL Environmental Labs . At this time, Harlan Knoll from San
a Joaquin PHS/EHD also was working on the site.
The water well samples taken 9-4-91. and analyzed by FGL
F_nv.i.ronmental Labs proved no contamination had reached the
well . ( #5: Attached test results . )
Before more excavating could be done, a large ( 36" diameter )
tree was removed . The second excavation was done on 9-20-
91 . The test results from the digging were presented to
Mr . & Mrs . Grenz at a meeting held in Stockton EHD with Diane
Hinson , Harlan Knoll , and William Hunter in attendance.
EHD personnel indicated great surprise, and dismay , at the
` high numbers reflected in the test results. ( #6: Attached
results . ) This resulted in the need for further excavation .
Page 1
