NOV-11-1991 14 09 FROM TREATEK INC TO 9-1-916-972-1683 P 02 <br /> T!eSTg � Inc. <br /> October 31, 1991 <br /> Jim Thorpe Oil Company <br /> P,O, Box 357 <br /> Lodi, California 96241-10357 <br /> Attention' Mr. Richard Thorpe <br /> SUBJECT, PROPOSAL FOR THE REMEDIATION OF EXCAVATED SOILS, JAHANT ROAD <br /> SITE, LODI, CALIFORNIA, Proposal Number- ST/91-0132 <br /> TreaTek Ino, (TreaTek) is pleased to submit the enclosed proposal for the remediation of the <br /> excavated Soils at the Jahant Road site It is TreaTek's understanding that there is approximately <br /> goo cubic yards (cu yd) of soil stockpiled on the site containing petroleum hydrocarbon compounds <br /> as gasoline in concentrations ranging from 335 mg/kg to 618 mg/kg, In order for the current land <br /> owner to gait the site, the petroleum hydrocarbon residues must be removed from these soils <br /> Due to both the nature of the soils (sandy alit to silty sands with very tittle clay material) and the <br /> • nature of the compound (gasoline),TreaTek proposes to ramediate those soils via biological means. <br /> We feet this is the most cost effwive approach for the remediation of the gasoline contaminated <br /> sod <br /> SCgpE OF WORK <br /> In order to verify the applicability of biological remediation for the Jahart Road site and determine <br /> the optimal conditions for treatment, TreaTek will conduct an Initial scientific evaluation of the soil <br /> conditions. This ev2ivaticn will consist of soil characterization, nutrient characterization, <br /> respirometric tests and analytical scans, Upon completion of this evaluation, enough data will be <br /> available to optimize the biological degradation process, Two samples will be collected from the <br /> stockpile and shipped to TreaTek's analytical treatability laboratory for evaluation. <br /> In conjunction with the scientific evaluation, a hazardous characterization evaluation must be <br /> conducted on the efts soils per San Joaquin County Health Department requirements. This <br /> evaluation will require sample analysis per the California Administrative Code, Title 22. <br /> Once the evaluation and hazardous characterization evalustfon have been completed, TreaTek will <br /> prepare a site biological remediation work plan as well as a site specific health and safety plan <br /> The work plan will provide detailed discussions/descriptions of our proposed remedlal process <br /> including methodologies and rationale. The site health and safety plan will Identrfy site specific <br /> hazards and characterize proper protection against these hazards. <br /> Both the work plan and the health and safety plan will be submitted to the San Joaquin County <br /> Environmental Health Department and Air Pollution Control District for review, concurrence and <br /> approval.
