NOU-11-1991 14 10 FROM TREATEK INC TO 9-1-916-9?2-1633 R 03
r ,fim Thorpe Oil Company Proposal No. ST/91-0132
October 31, 1991 Page 2
TreaTek's remedial system will consist of one or more soil treatment beds lined with plastic. The
600 cu yds of soil are to be distributed In these beds with a thickness of no more than 2 feet. After
the soils have been distributed within the treatment bed, the soils will be inoculated with batch
cultured microorganisms prepared and provided by TreaTek, Upon Inoculation, the soil's moisture
and nutrient supply will be adjusted as required and the beds will be tilled, After tilling, a black
plastic cover will be placed on top of the bad to minimize moisture loss, Optimize the soil
temperature and reduce volatile emissions On a bi-weekly basis the soil will be t3llsd and the
nutrient supply and moisture will be supplemented as required This process will be continued until
the petroleum hydrocarbon compounds have been degraded. it is anticipated, at this time, that the
ramodiwl process will require approximately six weeks following the Inoculation of the soil.
After approximately six weeks, 16 confirmation soil samples will be collected for analysis (1 sample
per 50 cu yds plus 4 duplicates). These samples will confirm the completion of the remedial
process
Upon receipt of the analytical results, TreaTak will prepare a remedial report which will contain
complete discussions of the remedial process as well as the confirmation sampling analytical results
and recommendations for the dispersement of the soils.
COST ESTIMATE
TreaTa'k proposes to conduct the above described scope of work for a lump sum of 120,500.00.
. This cost estimate represents the maximum amount for which TreaTek anticipates the activities
described above can be completed. This cost estimate assumes that either the Jim Thorpe Oil
Company or the current land owner will provide for the following:
0 Construction, less plastic liner. of the treatment bed area(s), consisting of leveling,
berming, soli placement, etc, as required and instructed by TreaTek.
0 Tilling of the beds as required under the direct supervision of TreaTek employees
a Provide an onsite source for potable water
0 Provide lnocuiaWfrutnent application equipment to meetTreaTek's Inoculant/nutrient
application requirements.
This cost estimate shall not be exceeded without prior authorization from the client
Additionally, this cost estimate assumes a remedial duration of no more than six weeks and a
maximum of I confirmation soil samples. If the actual remedial duration Is longer than six weeks,
monthly charges of 51,435.00/month will be incurred Any additional soil sampling will be charged
at $40 00/hr. for the sample($) collection with an analytical charge of $83.00/sample for TPH-G
analysis and $83 00/sampla for BTX&E analysis
This proposal and scope of work shall be governed by all provisions of the attached TreaTek
Incorporated, hereinafter called the consultant, terms and conditions Our proposal and cost
##timate for the abOve mentioned scope of work will be honored for a period of 30 days After IS
• days, we reserve the right to revise our proposal and cost estimate.
