PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,M.P.H.
Health Officer
P.O. Box 2009 • (1641 East Hazelton Avenue) •Stockton, California 95201
(209) 468-3400
l F''
MARGARET EKHOLM `-'` '
1652 DANIELS DEC 0 71992
ESCALON CA 95320
RE: Ekholm Property SITE CODE: 1955
1702 Jackson
Escalon, Ca
San Joaquin County Public Health Services, Environmental Health Division has completed the review of
the draft "Summary of Phase I Soil Investigation Report/Workplan" dated August 13, 1992, submitted by
Resna Industries and has the following comments.
The laboratory results of the groundwater sample confirm groundwater has been impacted at this site.
Therefore, pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California Code of
Regulations, Title 23, Chapter 16) a quarterly monitoring report shall be submitted to Public Health
Services, Environmental Health Division and the Central. Valley Regional Water Quality Control Board
(CVRWQCB) until the investigation and cleanup of the site is deemed adequate.
Please begin submitting quarterly status reports effective immediately.
The data gathered in this last phase of field work provides some lateral definition of the soil
contamination in the area of the former gasoline and diesel tank pits. The vertical extent of the soil
contamination around the former dispenser island has been identified and has shown groundwater to be
impacted in this area.
The vertical extent of the soil contamination in the former gasoline tank pit area can be investigated when
the test vapor extraction wells are installed in this area, as proposed in the report/workplan (workplan).
Additional information on the lateral extent of soil contamination to the northwest of the former gasoline
tank pit area can be gathered during the installation of the two proposed additional monitoring wells in
that area.
The lateral extent of the soil contamination identified in the area of the former dispenser island stili needs
to be determined. Although not proposed in this workplan, this work can be included in the next phase of
field work.
The installation of two additional monitoring wells in the expected downgradient direction will help define
the extent of the groundwater contamination in that area. However, additional wells will have to be
installed as needed to define the full extent of the groundwater contaminant plume and to establish "zero
lines". Therefore, an "upgradient" well should also be considered during this next phase of field work.
A Division of San Joaquin Counry Health Care Services '(')
