{
v
Margaret Ekholm
Page 2
The proposal to over-excavate the former diesel tank area appears to be warranted based on the data
gathered during the last phase of field work. Although an over-excavation of the waste oil tank is not
mentioned in the workplan, it is implied that this area is to be mitigated by the over-excavation alternative
also. An over-excavation of the waste oil tank.area is warranted, and can also be accomplished during the
next phase of field work.
The signatures on the chain of custody forms are incomplete and do not follow the samples' handling
route completely from the field to the laboratory. For future reference, the chain of custody forms should
be filled out completely and should verify the route and condition of the samples from the field to the
laboratory.
 E
The San Joaquin Valley Unified Air Pollution Control District is backlogged with applications for permits
for authority to construct. A delay of at least 180 days should be expected and should be incorporated
within the time schedule established for the work at this site.
By January 25, 1993, please submit to this office an addendum to the workplan to address the additional
items of concern mentioned in this letter for incorporation into the next phase of field work.
Also, the final copy of this report/workplan should be submitted to this office as soon as possible, and
should include the appropriate professional signature(s).
If you have any questions concerning this letter, please contact Linda Turkatte, REHS, of my staff at
(209) 468-0339.
Jogi Khanna, M.D., M.P.H. ,
Health Officer
Laurie A.
