No written procedure for aerosol can processing, and this office was not notified of aerosol <br /> can processing being implemented. The generator stated waste aerosol cans had been disposing to the <br /> trash by punching through the cans with a nail by hand, but maintained he had only done it to cans he <br /> knows it's empty. Please be aware that universal waste aerosol can processing requires developing and <br /> implementing a written operating procedure detailing the safe processing of universal waste aerosol <br /> cans. The procedure shall include at a minimum: <br /> (A) Type of equipment to be used to process cans safely. <br /> (B) Operation and maintenance of the unit. <br /> (C) Segregation of incompatible wastes. <br /> (D) Proper waste management practices <br /> (E) Waste characterization of the residuals. <br /> You are required to make a hazardous waste determination of the contents of the waste residuals from <br /> processing of the aerosol cans, and manage and dispose of that waste in accordance to Title 22. Also <br /> you are required to notify this office in writing that universal waste aerosol can processing is being <br /> conducted. The notification shall include name, EPA identification number, and address of the universal <br /> waste handler, a description (type and volume) of the universal waste can processing activities, and a <br /> description of the characteristics and management of the hazardous waste residuals. Submit these <br /> documents to EHD by 12/11/2011. <br /> NOTES (The following are not violations) <br /> The facility generated unknown volume hazardous waste in 2010 due to lack of available records during <br /> this inspection. Please be aware that the regulatory status of the facility may change once EHD has <br /> calculated the volume after you have submitted the hazardous waste disposal records as required under <br /> the above-written Item #122 & 125. <br /> 703. An emergency coordinator and modified contingency plan information is lacking. There must be at <br /> least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose.
