Lower Sacramento Road J U L 2 5 I-NA <br /> Lodi , CA 95242 :. <br /> SUBJECT: ARCO Request-, for Discharge Pr*1PSEW119 <br /> The City was furnished a copy of the July 12, 1990 letter to you from Brown and <br /> Caldwell on behalf of ARCO. They are requesting approval of discharge to the WID <br /> canal from their cleanup facilities at the service station on the northeast corner <br /> of Hutchins Street and Kettleman Lane. <br /> They note in their letter that the City did not approve discharge to the City's <br /> wastewater system. Since we have an adjacent well out of service due to their <br /> contamination, we are anxious to have them proceed with the cleanup. Thus, we felt <br /> we should explain our disapproval . Our objection is that groundwater discharged <br /> into the City's wastewater system is essentially wasted and would be adding clean <br /> water to our already overloaded treatment plantl This would be wasteful of both <br /> valuable resources. <br /> Another alternative would be to re-inject the treated water back into the ground. <br /> This would require an EPA injection permit ,whicaddition to being very <br /> time-consuming to obtain, would be expensive. <br /> Their request to discharge to the WTD canal via the City's storm drain System would <br /> not affect our treatment plant and would at least provide some beneficial use of the <br /> water during your irrigation season. <br /> We ask that you seriously consider their request, If granted, and upon payment of <br /> -appropriate. fees, we would .i-ssue .a-permit to, discharge -to the City's-storm drain . <br /> system and would closely monitor their cleanup operation discharges. <br /> If you have any questions, please contact Richard Prima or Fran Forkas at your <br /> convenience. <br /> 0ack Ronsko <br /> c Works Director <br /> cc: Assistant City Engineer <br /> Water/Wastewater Superintendent <br /> Street Superintendent <br /> Brown and Caldwell , Jay Lucas <br /> ARCO, Kyle Christie and Chris Winsor <br /> California Regional Water Quality Control Board, Tom Peltier <br /> San Joaquin County, Greg Lyons <br />
