ARCO owns <br /> a service station located at 50AWest K-ettleman-Lane inTI:odi; California at which some gasoline <br /> constituents have spilled or leaked into the groundwater beneath the station. ARCO and the State <br /> of California Regional Water Quality Control Board(RWQCB)have determined that the quickest <br /> way to clean up this groundwater contamination is to extract the water by pumping on-site wells. <br /> This extracted water will be treated to drinking water standards and then must be discharged. <br /> We are currently applying for a National Pollution Discharge Elimination System (NPDES) <br /> permit to allow the treated water to be discharged to the stormwater system. Since the District <br /> controls the final receiving waters for the stormwater system, the NPDES permit cannot be issued <br /> without its approval. Therefore, on behalf of ARCO Products Company, we are requesting that <br /> the Woodbridge Irrigation District Board of Directors consider this request at its July 17, 1990 <br /> Board meeting. Specific information on ARCO's proposed discharge is given below: <br /> Discharge rate: A maximum of 2 gallons per minute for up to 24 hours per <br /> (2,880 gallons per day or 400 cubic feet per day). <br /> Duration: Anticipate extraction will continue for at least 3 years. <br /> Water quality of discharge: All extracted water will be treated to remove <br /> hydrocarbon constituents to the following maximum daily values: benzene to <0.7 <br /> parts per billion (ppb); ethylbenzene to <680 ppb; toluene to <100 ppb; xylene to <br /> <620 ppb; total petroleum hydrocarbons to <10 parts per million. <br /> Point of discharge: Storm sewer inlet on site. <br />
