Box 5811 <br /> San Mateo, CA 94403 <br /> I <br /> ARCO SERVICE STATION #434, 501 KETTLEMAN LANE, LODI - DISPOSAL OF TREATED <br /> GROUND WATER <br /> Arco Petroleum Products Company (ARCO) first submitted a National Pollutant <br /> Discharge Elimination System (NPDES) permitapplication for the discharge of <br /> - ' treated ground- water from t'his� site on 26 Mly 1989. , Since--that time we.have�`_'.�: �. <br /> worked with ARCO's consultant, Brown and Caldwell Consulting Engineers and the ;E <br /> City of Lodi to resolve the issue of disposal of treated ground water. <br /> Typically, treated ground water is discharged off-site to either a publicly <br /> owned treatment works (POTW) under permit f>jom the sewering agency, or to a <br /> surface drainage channel under an NPDES permit. A third alternative is to <br /> discharge the treated effluent on-site under waste discharge requirements <br /> (WDRs) adopted by the Regional Water Quality Control Board (RWQCB) . However, <br /> because neither the City of Lodi , which controls the POTW, nor the Woodbridge <br /> Irrigation District, which controls the surface drainage channels will accept <br /> the discharge, disposal options are limitedi Furthermore, due to the small <br /> size of the property, on-site disposal is ndt feasible. Therefore, a more <br /> creative approach will be necessary to dispose of the treated effluent. <br /> The City of Lodi may allow the treated effluent to be piped to landscape areas <br /> for irrigation, or to an off-site area for surface infiltration. Either of ;i <br /> these off-site disposal options would require a cooperative agreement between <br /> ARCO and the City of Lodi , and adoption of WDRs by the RWQCB. <br /> We suggest that ARCO meet with Board staff and representatives of the City of <br /> Lodi and perhaps the Woodbridge Irrigation District to develop an appropriate <br /> means of disposal or reuse of the treated effluent.
