Ms. Mabel Hall
July 12, 1990
Page 2
Regulatory agencies overseeing cleanup: The PWQCB will issue and administer the
NPDES permit and provide oversight on the cleanup (contact person is Mr. Tom
Peltier, 916-361-5731). The RWQCB is requiring ARCO to remediate the
groundwater contamination. The County of San Joaquin is the lead agency for the
investigation and cleanup of contamination at the station (contact person is Mr. Greg
Lyons, 209-468-3450). The City of Lodi also oversees the investigation and cleanup
(contact person is Mr. Richard Prima, 209-333X 6707)*
09-333X6707).
Schedule: Discharge will begin when the RWQCB issues the permits/authorizations
allowing for the extraction, treatment, and discharge. The NPDES permit process is
---expected to take-several months. _
ARCO has attempted to gain permission from the Ci of Lodi to discharge the treated water into
the local sewer system. The City will not allow this. Discharge to the stormwater system is one
of the few viable alternatives remaining and therefo we would appreciate the Board's careful
consideration of our request. If appropriate, we would like to attend the Board meeting to
provide any additional information required for their(decision. Please call me at (916) 444-0123
to discuss this request and the Board meeting. We appreciate your cooperation in this matter.
Very truly yours,
BROWN AND CALDWELL
4a, L-?-
Jay Lucas
Project Manager
_JL:mkwr
cc: Mr. Kyle Christie, ARCO Products Company
Mr. Chris Winsor, ARCO Products Company
Mr. Tom Peltier, California Regional Water Quality Control Board
Mr. Richard Prima, City of Lodi
Mr. Greg Lyons, San Joaquin County
Brown and Caldwell
Consultants
