Ronsko <br /> Public Works Director <br /> City of Lodi <br /> 221 West Pine Street <br /> Call Box 3006 <br /> r- Lodi , `CA 92541-1910 <br /> ARCO SERVICE STATION # 434, 501 KETTLEMAN LANE, LODI - CITY OF LODI WELL 12 <br /> We received your letter dated 19 March 1990 regarding ground water <br /> contamination which resulted from a leaking underground fuel tank at the above <br /> site. <br /> The San Joaquin County Public Health Services, Environmental Health Division, <br /> is the lead regulatory agency overseeing cleanup of this site under the <br /> Leaking Underground Storage Tank Pilot Program. Our understanding of the <br /> situation is that Arco has, in fact, already initiated cleanup operations and <br /> has completed free petroleum product recovery at the site. In addition Arco <br /> has developed a remediation plan for recovery of dissolved phase petroleum <br /> hydrocarbons in ground water, and a separate remediation plan for recovering <br /> hydrocarbon vapors from the unsaturated zone. <br /> We understand that Arco has acquired the necessary permits for operation of <br /> the vapor recovery system and has recently authorized their consultant to <br /> proceed with implementation of the vapor recovery program. However, attempts <br /> to implement the ground water recovery system have been stymied due to Arco's <br /> inability to obtain permits from either the City of Lodi for discharging <br /> treated ground water to the sanitary sewer system, or from the Woodbridge <br /> .I.rri-;ation.Distrirt for_ discharging to. the storm drain system. <br /> With regard to your inquiry about what can be done to speed up the remediation <br /> effort, we suggest that the Public Warks Department encourage approval for <br /> discharge of treated ground water to either the City of Lodi sanitary sewer <br /> system or via the storm drain system to the Woodbridge Irrigation District <br /> canal . <br /> LJ ' <br /> WILLIAM H.
