The tanks are <br /> currently in compliance and not scheduled for removal until 1998, when ARCO is required by law to <br /> upgrade tanks. A continuiag source of contamination may be evidenced by increasing levels of <br /> contamination detected in MW5. <br /> The groundwater contamirodon evidenced at this site warrants further evaluation prior to the site's <br /> prioritization to obtain the N-mor extraction treatment unit necessary to initiate soil remediation. The <br /> evaluation will include mass dance calculations based on cross sections, the location of nearby domestic <br /> wells, soil permeability and the magnitude of the gradient. The information necessary to evaluate the <br /> priority of this site as well as the status of the purchase of an additional treatment unit shall be submitted <br /> by September 12, 1994. <br /> 2908 W. Ben Holt, Stockton ARCO Facility #2I33 <br /> PHS/EHD contact- Mary Ways <br /> The progress since the March 1993 meeting was discussed_ PHS/EHD stressed the importance of moving <br /> forward with active remediz-.:on of the soil and groundwater contamination evidenced at this site. Both <br /> PHS/EHD and ARCO agreed iitat the groundwater extraction system in operation, intermittently since 1986 <br /> has not remediated the grouamvater contamination effectively, but'was controlling the migration of the <br /> contamination plume. <br /> ARCO stated that they had ided to have the vapor extraction/air sparge remediation system installed by <br /> May 31, 1994, but because had not yet received the necessary air pollution and building permits, were <br /> unable to begin construction. 71ne new facility operator relquested that ARCO not proceed with the system's <br /> constructions until after Lasmo Day. ARCO apologized for not having informed PHSIEHD of the situation <br /> in a timely manner. ARCO meed that the remediation systems installation shall be installed immediately <br /> after September 1, 1994 and mat the system shall be in operation by September 26, 1994. <br /> Please be advised that the progress of this site has been sporadic with numerous lapses in compliance <br /> If diligent and timely progress is not evidenced by September 26, 1994 with the installation and start- <br /> up of the vapor extraction smem, this site will be considered non-compliant and formal enforcement <br /> action through the CVRNVQCB will be requested. <br /> The extent of the soil and --maidwater contamination to the north and south of the site has not yet been <br /> defined. It was agreed that Steve Meisner should contact Diane Hinson as soon as possible to discuss <br /> gaining access to CalTrans" nroperty and that correspondence should be forwarded to the property owners <br /> to the south requesting acres to the property. PHS/EHD indicated that a permit to install additional air <br /> sparge and vapor extraction-eils would be issued. ARCO agreed to analyze soil samples collected from <br /> beneath static groundwater levels for characterization of the adsorbed soil contamination. <br /> 85 East Louise, Lathrop ARCO Facility #6080 <br /> PHSIEHD contact - Linda Turkatte <br /> This site is considered to be a vow priority site with respect to the other ARCO sites in San Joaquin County. <br /> The PHS/EHD summary le-= from the last meeting in March of 1993 recommended at least annual <br /> sampling for this site. At iii:meeting ARCO stated the I wells will be sampled once a year and this year's <br /> sampling is scheduled for A-._?-ist. The appropriate advalnce notice to PHS/EHD is required. <br />
