Kettleman <br /> Lodi, CA 95240 <br /> Upon review of our file and the repor s submitted to our office by <br /> Brown and Caldwell, a draft Final Remediation Plan (FRP) has not <br /> been submitted to our office. A groundwater extraction well and <br /> vapor extraction well were installed in April/May 1990. We are <br /> aware you have been trying to gain approval from the City of Lodi, <br /> Woodbridge Irrigation District, and Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) , for discharge of treated extracted <br /> waters to the storm water system and to obtain a permit from San <br /> Joaquin County Air Pollution Control District for discharge of <br /> emissions to the air. <br /> Pursuant to Section 280. 57, Subpart F of 40CFR of the Federal <br /> Register, our office must conduct a public notice to consider <br /> comments on your Final Remedial Plan/Corrective Action Plan. Using <br /> the report format shown in Appendix A to Tri-Regional <br /> Recommendations, submit a draft FRP to our office and CVRWQCB by <br /> June 15, 1991. Also prepare an Executive Summary of your draft FRP <br /> to accompany our public notice by June 15, 1991. <br /> A full-volume draft FRP (along with p rtinent 'documentation) is to <br /> be made available for review at the Lodi Public Library at 201 W. <br /> Locust, Lodi. The draft FRP will also be made available for review <br /> at the Public Health Services, Environmental Health Division <br /> (PHS/EHD) office, 445 N. San Joaquin, Stockton, during normal <br /> business hours. <br /> The selection of the remedial alternative will be made only upon <br /> review and consideration of comments received during the public <br /> comment period. The public comment period for the draft FRP will <br /> extend from June 15, 1991 to July 15, 1991. <br /> In an October 9, 1990 letter, our office requested verification <br /> from Universal Engineering as to the quantity of soil and water <br /> removed from this site, verification f rom Gibson Oil for the amount <br /> of water they received, and verification from Anderson Landfill. as <br /> A Division of San Joaquin County Health Care Services <br />
