t� E. <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> s <br /> ORDER NO.-'96-272 <br /> RESCINDING VARIOUS WASTE DISCHARGE REQUIREMENTS <br /> I <br /> The California Regional Water Quality Control Board,!Central Valley Region, finds that the Board <br /> adopted the following Orders and Resolutions which are no longer applicable for the reasons shown: <br /> a. Order No. 58-506, adopted 21 November 1958,prescribes requirements for Oakland Petroleum <br /> Operations Co., Inc., (formerly General American Oil Company of Texas, Midway-Sunset Oil <br /> Field,Buena Vista Hills Area)and governs the disposal of produced wastewater to unlined <br /> sumps at the USL Lease (Sec. 32, T31S,R24E, MDB&M) in the Buena Vista Oil Field, Kern <br /> County. An inspection confirmed that all sumps used for the disposal of wastewater have been <br /> removed. <br /> t <br /> b. Order No. 58-525, adopted 21 November 1958,prescribes requirements for E&B Natural <br /> Resources Corp. (formerly Edward Lustgarten &Ned Barmore) and governs the disposal of <br /> produced wastewater to unlined sumps at the Mackessy Lease (Sec. 7, T26S,RI 9E, MDB&M) <br /> in the Welcome Valley Oil.Field, Kern County..,An inspection confirmed that all sumps used for <br /> the disposal of wastewater have been removed. <br /> C. Order No. 78-58, adopted 26 May 1978,prescribes requirements for Kern Valley Packing <br /> Company of Bakersfield, and governs the disposal of wastewater from a meat processing and <br /> packing plant by irrigation on pasture and farm fields adjacent to the plant. In October 1995,the <br /> plant shut down its operations, and ceased discharge. Since the Discharger claims it is unable to <br /> pay the annual WDR fees, the Discharger agrees that Order No. 78-58 should be rescinded. The <br /> Discharger has assured that the facility will not reopen as a meat packing plant, although it may <br /> reopen as a cold storage facility sometime in the future. <br /> d. Order No. 78-64, adopted 26 May 1978,prescribes requirements for Quinco Corporation, <br /> Simpson Lane, Class III Solid Waste Disposal Site in Yuba County and governs operation of a <br /> Class III solid waste disposal site. A site investigation by the discharger found the site only <br /> received inert waste and posed no threat to water quality. The disposal site is no longer operating <br /> and the discharger has no plans for future operations. <br /> e. Order No. 85-222, adopted 23 August 1985, prescribes requirements for Sierra Resorts, Inc., <br /> Lakeshore Villa, Shasta County, for discharge of domestic wastewater through septic <br /> tank/leachfield systems. The current owners, Jim and Jessie Upshaw, have requested rescission <br /> of the requirements. The discharge does not appear to be a threat to water quality. Any <br /> replacement or repairs of the septic tank/leachfield systems would be regulated by the Shasta <br /> County Department of Resource Management,Division of Environmental Health. <br /> r <br /> E <br /> s <br />
