Mr Chuck Carmel
March 22, 1994
Pave 4
The remediation system at ARCO Station 434 consists of a groundwater extraction and
treatment system (GWETS) and soil vapor extraction and treatment system {SUETS} The
GWETS consists of one groundwater extraction well (E-1) with a designed pumping capacity
of I gallon per minute Treatment of the extracted groundwater is accomplished with two
granular activated carbon vessels, each having 1,000-pound capacity Groundwater is extracted
from the well via a submersible pump Discharge of the treated groundwater is to the city
industrial sewer system under Wastewater Discharge Permit No 151 issued by the City of
Lodi Public Works Department Installation and start-up of the GWETS occurred in
October 1992 The GWETS was shut down on April 19, 1993, due to nondetectable
concentrations of hydrocarbons in the water
The SVETS consists of eight soil vapor extraction wells (VE-1, VE-2, VE-3, VE-4, VE-5,
VE-6, VE-7 and VE-8) and a soil vapor treatment system The soil vapor treatment system
is composed of a vacuum compressor pump followed by a King-Buck-Hasstech catalytic
oxidizer that has a design treatment flow rate of 100 cubic feet per minute (ctm) of soil vapor
The system is operated under Permit to Operate No N-1081-1-0 issued by San Joaquin Valley
Unified Air Pollution Control District Influent concentrations appear to be steadily declining,
indicating that the hydrocarbons are being successfully remediated To date, the operation of
the SVETS has remained at 46,709 pounds of TPH and 143 pounds of benzene This
calculates to 7,534 gallons TPH (gasoline)
Proposed Activities
ARCO proposes drilling and sampling ten soil boreholes (B-3 through B-12) in the locations
shown on Figure I These locations were chosen based on soil sample analytical results and
historical groundwater analytical results Four to five soil samples will be collected from each
soil borehole as described in Attachment A, Soil Sampling During Drilling The soil
boreholes will be drilled as described in Attachment B, Borehole Drilling Groundwater at
this site has dropped an average of nearly 10 feet since monitoring began in April 1987 At
least one of the soil samples will be collected from the zone between the highest recorded
Groundwater level and the current saturated zone from each borehole The soil samples will
be submitted to an ARCO contract laboratory for analysis of BTEX and TPH as gasoline
(TPH-G) using the Environmental Protection Agency (EPA) Method 8015/8020/5030
If hydrocarbons are identified in the soil in the on-site boreholes based on field instrument
indications and observation, soil vapor extraction wells may be installed in the boreholes A
site safety and health plan has been prepared for this site, which will be adhered to during the
field work
Use or disclosure of dura contained on this street 13 subject ro the restriction specified at the beginning of this
docionem r 39518 EPORMWORKPLA Y
