Kirk Larson, PG, and Robert Trommer, CHG
State Water Resources Control Board
Division of Financial Assistance
1001 1 Street
Sacramento CA 95814
Subject: April and May 2010 Draft Five-Year Review Recommendations, Caseworker
Harlin Knoll's Sites
San Joaquin County Environmental Health Department (EHD) has received and reviewed the
draft annual review five-year review update letter for various sites referenced below and
comments as follows below.
574 Grant Line Road, Tracy, CA; Claim Num )er 13850: You recommended closure
consideration for the site. The EHD has discussed he site with the responsible party's (RP)
consultant and a site closure report is in prepay tion. The site has been under ozone
remediation, and analytical results from groundw3ter samples collected from the site's
monitoring wells appear to be favorable for closure onsideration; however, confirmation grab
groundwater sampling between ozone injection point 3 and monitoring wells revealed elevated
contaminant concentrations. The contaminant conceiitration in the British Petroleum (BP; site
address 2375 Tracy, Blvd., Tracy) monitoring well OW-6, located on the subject site is at
concentrations consistent with those obtained in thE confirmation samples. The confirmation
samples results and the MW-6 contaminant concentrations appear to identify a plume of
impacted groundwater with its core apparently near BP's MW-6; the plume appears to be
delineated laterally based on the monitoring well network on the subject site, the BP site and the
Chevron site at 575 Grant Line Rd. The closure report for the subject site should address the
issues related to this plume directly, along with an evaluation of vapor intrusion and health risk
potentials. With a favorable report, the EHD should be able to start closure process and
estimates final closure will be achieved in six to nine rrionths.
632 S. El Dorado Street, Stockton, CA; Claim Number 8828: You concurred with rebound
monitoring of this site and probable review for closu . Results appear to be favorable and the
site will be discussed with the Central Valley Regional Water Quality Control Board
(CVRWQCB) representative at the June meeting between the EHD and CVRWQCB.
6332 E. Highway 88, Stockton, CA; Claim Number 13455: Your recommendation was that
active remediation by soil vapor extraction (SVE) should commence or continue. Activation of
the SVE system began in May 2010. The EHD is in agreement with your recommendation.
April and May 2010 Annual 5-year Reviews HK Sites.doc
