WASTE DISCHARGE REQUIRE-._ENTS ORDER NO. 5-01-055 -10- <br /> TRI VALLEY GROWERS PLANT NO.4 <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> 8. The land application area shall be irrigated with process wastewater via a closed system <br /> designed and operated to contain all tailwater and storm water runoff within the boundaries of <br /> the designated disposal fields. <br /> 9. There shall be no standing water in the disposal area 48 hours after wastewater is applied, <br /> except during periods of heavy rains sustained over two or more consecutive days. <br /> 10. Application of process wastewater shall only occur where furrows are graded to provide <br /> uniform water distribution, minimize ponding, and provide complete tailwater control. Furrow <br /> runs shall be no longer, and slopes shall be no greater, than that which permits uniform <br /> infiltration and maximum practical irrigation efficiency. The minimum furrow slope shall not <br /> be less than 0.2%. <br /> 11. The wastewater discharge shall not occur within a 100-foot wide buffer zone along any <br /> property lines adjacent to properties developed with residences or business. Irrigation or <br /> impoundment of wastewater shall not occur within 50 feet of any domestic well. <br /> 12. Wastewater shall be managed so as to prevent ponding and conditions conductive to the <br /> proliferation of mosquitoes and other disease vectors, and to avoid creation of a public <br /> nuisance or health hazard. More specifically: <br /> a. Tailwater must be returned to the pond and all irrigation water must infiltrate or evaporate <br /> completely within 48 hours. <br /> b. Ditches and low spots must be maintained free of emergent, marginal, or floating <br /> vegetation. <br /> c. Low pressure and unpressurized pipelines and ditches accessible to mosquitoes shall not be <br /> used to store reclaimed waters. <br /> E. Solids Disposal Requirements: <br /> 1. Collected screenings, sludge, and other solids removed from liquid wastes shall be disposed of in <br /> a manner approved by the Executive Officer, and consistent with Consolidated Regulations for <br /> Treatment, Storage, Processing, or Disposal of Solid Waste, as set forth in Title 27, CCR, <br /> Division 2, Subdivision 1, Section 20005, et seq. <br /> 2. Any proposed change in solids use or disposal practice from a previously approved practice shall <br /> be reported to the Executive Officer at least 90 days in advance of the change. <br /> F. Groundwater Limitations: <br /> The discharge, in combination with other sources, shall not cause underlying groundwater to contain <br /> waste constituents in concentrations statistically greater than background water quality, except for <br /> coliform bacteria. For coliform bacteria, the discharge shall not cause the most probable number of <br /> total coliform organisms to exceed 2.2 MPN/100 ml over any 7-day period. <br />
