WASTE DISCHARGE REQUIRE ?NTS ORDER NO. 5-01-055 -11- <br /> TRI VALLEY GROWERS PLANT NO. 4 <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> G. Provisions: <br /> 1. The following reports shall be submitted pursuant to Section 13267 of the California Water <br /> Code: <br /> a. By 30 April 2001, the Discharger shall submit a Notice of Intent (NOI) to comply with the <br /> State Water Resources Control Board's NPDES permit program for industrial storm water <br /> discharges. The NOI shall be submitted to the State Water Resources Control Board as <br /> required by the program, and a copy of the NOI shall also be submitted to the Regional <br /> Board to demonstrate compliance with this provision. <br /> b. By 14 June 2001, the Discharger shall submit an Operation and Maintenance (O&M) Plan <br /> for the wastewater treatment facility and land application area. The O&M Plan shall instruct <br /> field personnel on how to manage the day-to-day discharge operations to comply with the <br /> terms and conditions of this order and how to make field adjustments, as necessary, to <br /> preclude nuisance conditions (e.g., standing water and objectionable odors from ponded <br /> wastewater). It shall also include a nuisance condition troubleshooting flowchart and a <br /> description of notification requirements. The Discharger shall include a Cropping Plan as an <br /> appendix to the O&M Plan. The Cropping Plan shall be prepared by an agronomist, shall <br /> identify the crops to be grown, present nitrogen removal calculations, and crop <br /> cutting/harvesting procedures. A copy of the O&M Plan shall be kept at the facility for <br /> reference by operating personnel. Key operating personnel shall be familiar with its <br /> contents. <br /> c. By 30 July 2001, the Discharger shall submit a Salt Reduction Treatment Alternatives report. <br /> The report shall identify and evaluate treatment alternatives to lower the concentration of <br /> total dissolved solids in the wastewater. The report shall address the sources of dissolved <br /> solids generated in food processing as well as operational activities such as water treatment. <br /> The report shall include a schedule for implementing the improvements. <br /> d. By 30 December 2001, the Discharger shall submit a Groundwater Monitoring Well <br /> Installation Workplan. The work plan shall be consistent with Attachment C, "Items to be <br /> Included in a Monitoring Well Installation Workplan and Report of Results. " Sufficient <br /> additional wells shall be installed to monitor upgradient and downgradient of all land <br /> application areas. <br /> e. By 30 December 2001, the Discharger shall submit a wastewater storage improvement plan <br /> that allows storage of wastewater when the land application area is saturated. The plan shall <br /> be prepared under the supervision of a California Registered Engineer. If the Discharger <br /> chooses to halt wastewater discharge during rain events or when the soil is saturated, the <br /> report shall state that intention. <br /> f. By 30 December 2001, the Discharger shall have completed storage improvements to the <br /> wastewater system. Storage improvements may not be necessary if the Discharger chooses <br /> to halt wastewater flow during rain events as an alternative to constructing storage ponds. <br /> g. By 30 December 2001, the Discharger shall submit a report certifying that all high-salinity <br /> waste streams (i.e., untreated cherry brine, water softener regeneration brine, etc.) have been <br />
