CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 5-01-055 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> TRI VALLEY GROWERS PLANT NO. 4 <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter Board), finds <br /> that: <br /> 1. Tri Valley Growers submitted a Report of Waste Discharge (RWD) dated 16 June 2000 for land <br /> application of industrial wastewater. Additional information was submitted on 21 August 2000 <br /> and 27 October 2000. Tri Valley Growers owned the property where the processing plant and <br /> land application areas are located. <br /> 2. The facility is at 3200 East Eight Mile Road, Stockton, San Joaquin County. The property is in <br /> Section 1, T2S, R6E, MDB&M, as shown on Attachment A,which is attached hereto and made <br /> part of the Order by reference. The facility and land application areas are located on Assessor <br /> Parcel Numbers 092-040-03, -04, -05, -06, -07, -11, -12, -13, -16, and 092-070-01. <br /> 3. The land application areas are adjacent to the processing facility and consist of approximately 308 <br /> acres. The processing facility is located on an additional 80 acres. Both locations are presented <br /> on Attachment B, which is attached hereto and made part of the Order by reference. <br /> 4. Surrounding land uses are primarily agricultural, industrial, and residential. Bear Creek, a <br /> channelized creek with a levee, crosses the property from the northeast to the west. <br /> 5. Order No. 95-167, adopted by the Board on 23 June 1995, prescribes requirements for Tri Valley <br /> Growers. The Discharger is considering the sale of 111 acres of land application area. As a result <br /> of considering the sale of the property, the Discharger was required to submit a RWD and the <br /> WDRs are being updated. <br /> 6. Tri Valley Growers operated the food processing plants and land application areas for many years. <br /> However, Tri Valley Growers declared bankruptcy in 2000, and portions of its operations are in <br /> the process of being sold. <br /> 7. The Discharger processes tomatoes and cherries. Tomatoes are washed, sorted, chopped, <br /> processed through evaporators, cooked, and canned or placed into bags. Tomatoes are processed <br /> when fresh and are also reprocessed from temporary storage bags into marketable products. <br /> Cherries are stemmed, sized, pitted, sliced, brined, and dyed. Cherries are not canned on-site. <br /> 8. The Discharger has reported that the processing facility will be decommissioned or sold by the end <br /> of 2001. The facility will not process fresh tomatoes in 2001. Reprocessing of bagged tomatoes <br /> and processing of cherries will be performed in 2001. Once the stockpiled materials are expended, <br /> it is anticipated that the facility will no longer process tomatoes or cherries. <br />
