San Joaquin Street <br /> Stockton, CA 95201 <br /> Subject: Backfilling tank excavation at Di Salvo I rucking Facility, 1444 Lathrop Road, <br /> Lathrop, CA <br /> Dear Mr. Collins: <br /> This letter, written at the request of Mr. Keith T llia•of Oil Equipment Service (OES), is to <br /> confirm San Joaquin County, Environmental Health Division's (SJCDEH) approval to use soil <br /> excavated during tank removal for backfill at the above jeferenced site (Figure 1). Your written <br /> concurrence with the backfilling procedure and materials is requested. <br /> OES removed seven underground storage tanks (USTs) from the site in August, 1993. The <br /> soil excavated during the removal of the USTs was stoc piled on site and four discrete soil samples <br /> were collected from the stockpiled soil. The soil sample locations are shown on Figure 2. Laboratory <br /> analyses reported diesel concentrations`ranging from non detect to 120 mg/kg in the soil samples <br /> collected from the stockpiled soil. Benzene, toluene, ethyl benzene and xylene were not detected at <br /> the reported laboratory detection limits in the four stockpile samples. <br /> Ms. Eleanor Ratliff of SJCDEH was on site du ' g the removal of the USTs. Ms. Ratliff <br /> gave Mr. Tallia verbal permission to backfill the tank a avation with soil excavated during the UST <br /> removal if the soil which contained greater than 100 mg,kg diesel could be segregated from the <br /> remainder of the stockpile and not used as fill. You concurred with Ms. Ratliff during our phone <br /> conversation on July 5, 1994. Therefore, Di Salvo Truc ing has requested OES to backfill the tank <br /> excavation with the excavated soil. OES will use only tie north half of Stockpile No. 1 from <br /> approximately five feet north of the stockpile sample location 724 SP1-1 and all of Stockpile No. 2 to <br /> backfill the tank excavation.
